Construction Code Services

Construction Code Services is comprised of three sections: Plan Review, Construction Inspections, and Programs.

Plan Review
Plan Review staff examines and approve construction plans before a permit is issued. Plan review looks at the required building codes and coordinates with other city requirements. Many projects need just a simple plan but other projects may need full architectural plans. Some projects, such as replacing a roof, do not need any plan review. Permits and Plans

Construction Inspections
Construction Inspections includes building, plumbing, mechanical and elevator inspections. Construction projects have required inspections that need to be completed at different stages of the project. The permit will have the inspectors name and phone number to call to set up an inspection. Construction Inspections

Electrical work requires a State of MN permit and inspection. See the MN Electrical Licensing and Inspection Web site or call (651) 284-5064.

Programs
Certificate of Occupancy

A Certificate of Occupancy is required before any new building can be occupied, or before an existing building can be used for a new purpose (for example, retail space converted to a school).

Buying & Selling Property
A Truth in Sale of Housing report is needed to sell a single family, duplex, townhouse or first-time condo conversion. A code compliance inspection is needed to sell condemned properties.

  • Truth in Sale of Housing (TISH)
Find a licensed evaluator, see what steps to follow, get a list of common repair items. A Truth in Housing Report is valid for two years, or one sale.
  • Code Compliance for Condemned Buildings
There are special requirements and forms needed for selling or buying a boarded or condemned property

A code compliance inspection report is needed to sell boarded or condemned properties. A Truth in Sale of Housing report can not be done if the property is condemned. Additional fees are required to be paid before permits can be obtained to repair condemned properties. Code compliance forms

Certificate of Competency Cards (Comp Cards)
A certificate issued by the City that attests that the cardholder has the necessary qualifications and technical knowledge to install, alter, repair, and service equipment and systems in a given trade.
