Lake of the Isles Renovation Project Community Meeting March 30, 2009 Kenwood Community Center 6:30-8:00 PM Attendance: 50 persons including 13 City of Minneapolis and Park Board Staff Introductions / Welcome: Council Members Goodman and Remington The meeting was split into two agendas the first to overview the construction aspects of the project and the second half of the meeting was devoted to assessments. Chris Trembath- Public Works History of the parkway renovation program. Project Construction Overview History of the parkway renovation program in Minneapolis. Isles Parkway is 30+ years old and deteriorating. Time and materials are devoted each year to annual maintenance. By doing a parkway renovation now the life of this parkway can be extended. This is a more cost effective option than completely replacing the road when it fails and it also greatly reduces annual maintenance costs. Project Cost: = 3 million Funding spread over 3 years Project Length = 2.8 miles Project Start Date= April 20
The majority of the parkway is to be resurfaced with bituminous pavement. The exception is the MTC route between Dean Parkway and Sheridan Avenue South which will be concrete. Mill and overlay, select curb and gutter replacement. No geometry changes Overview of the phases of the project Overview of detour routes and road and sidewalk closures Overview of Private water and Sewer services The Bituminous portion of the parkway will receive a red rock seal coat in 2010. This designates the Parkway as part of the Grand Rounds Scenic Byway. PW will coordinate road work with Park Board. They will also be working in the area planting trees this spring. Construction will start on phase one of the project on April 20. During that time Isles Parkway will be closed between Kenwood Parkway and W 28th Street. The rest of the Parkway will remain open until construction ends on phase one of the project and starts on each subsequent phase of work. What color will the roadway be? The bituminous portion of the road will be black and the concrete portion of the parkway will be grey until 2010. At that time a red rock seal coat will be placed over the bituminous portion of the roadway to designate it part of the Grand Rounds Parkway System. The concrete portion of the parkway will not receive the red rock treatment. Will special arrangements be made for those living on the parkway to park during construction? No. Residents living on the parkway are asked to park on side streets or use alley access when construction takes place in front of their homes. PW does recognize that some residents do not have alley access. Are there any geometry changes planed for the parkway? No Are there any plans to make the parkway two way during the project? No Has the bus company been notified about the project? Yes both MTC and Mpls k12 transportation are aware of the project and the detour routes. Is the Burnham bridge going to be two way? Yes Burnham bridge will be two way during phase one of the project. It is part of the detour route. Will commuters from other areas get notice of construction on the Parkway? Yes, Advance warning signs, including changeable message boards will go up in critical areas before starting construction on the parkway. After questions were answered Council Member Goodman moved on to the next agenda item for the meeting assessments. Nick Eoloff Assessments Nick explained the process and answered questions. Some of the residents along the parkway felt that since the parkway has so much traffic on it they were being assessed unfairly. Mike Kennedy explained the differences between reconstruction, renovation, and resurfacing work. Meeting adjourned 7:53 PM |
