Franklin Ave SE and Bedford St SE - Intersection Improvements
The City of Minneapolis proposes to simplify the intersection of Franklin Ave SE and Bedford St SE to improve the experience for all users, especially people walking. The proposed project is scheduled to start and finish in 2018. The project is funded by the City’s Pedestrian Safety Program and supports the City’s multidisciplinary commitment to Vision Zero – a strategy to eliminate all traffic fatalities and severe injuries on Minneapolis streets.
The project need originated from nearby residents during planning for the 2016 Franklin Ave SE resurfacing project. After further review, Public Works is proposing improvements to the Franklin Ave SE and Bedford St SE intersection that aim to:
- Make the intersection more “legible” for all users
- Reduce crossing distance for people walking
- Improve sightlines for people crossing Franklin Ave SE
- Reduce driver speeds on Bedford St SE

November 3, 2017: Public Works will be attending the regularly scheduled Prospect Park Association Transportation Committee meeting on Tuesday, November 14 at 7pm to share information about the project and answer questions. The meeting is located at the Hampton Inn at 2812 University Ave SE, Minneapolis, MN 55414.
February 12, 2018: Public Works received a lot of feedback on the original intersection concept proposed in October of 2017. Feedback was received from nearby residents and property owners, the Prospect Park Association Transportation Committee, and the Minneapolis Pedestrian Advisory Committee. Community feedback was generally supportive of some type of change at the intersection, although most community members did not believe the original proposed concept addressed the existing issues. In response to this feedback, Public Works developed an updated concept that attempts to better respond to the existing issues at the intersection.
The main features of the updated concept include:
- The updated concept establishes a more conventional intersection design in which both legs of Bedford Ave SE intersect Franklin Ave SE at a right angle. This design is consistent with most other intersections along Franklin Ave SE. While the crest of the hill west of the intersection provides unique design considerations, Public Works evaluated the sight lines of the existing intersection, original proposed concept, and updated concept and found no significant difference in the available stopping distance for eastbound Franklin Ave SE traffic approaching Bedford Ave SE.
- The updated concept establishes two sets of aligned pedestrian ramp crossings of Franklin Ave SE. The original concept included one set of aligned pedestrian ramp crossings.
- The updated concept does not include any changes to the bike lanes on Franklin Ave SE. Public Works received ideas to add flexible delineators to the bike lane in order to encourage slower speeds on Franklin Ave SE. However, there is not available roadway width to install the flexible delineators at this time.
- Franklin Ave SE (local) between Cecil St SE and Bedford Ave SE is proposed to continue to operate as a two-way street. The original concept proposed to convert the street to one-way westbound operation. After feedback from adjacent residents and review of traffic volumes on the street, two-way traffic is proposed to be maintained with the project.
- The concept proposes to remove the yellow “Stop Ahead” sign currently located on the southeast corner of Franklin Ave SE and Bedford Ave SE and visible to eastbound traffic on Franklin Ave SE. Public Works received feedback that this sign may pose a distraction to eastbound drivers, causing them to focus on the Emerald St SE intersection prior to traveling through the Bedford St SE intersection. Public Works evaluated the need for this sign and is proposing to remove it with this project.
- Consistent with the original concept, the updated concept does not include any changes to stop signs or add marked crosswalks or pedestrian flashers. Public Works collected additional traffic counts for all users at the intersection: people walking, bicycling, and driving. The traffic levels do not currently meet Public Works’ threshold for considering the installation of 4-way stop sign, marked crosswalks, or a pedestrian flasher. However, if traffic levels or other factors warrant changes in the future, the updated concept is more compatible with these changes than the original concept.
Public Works will be meeting with the following groups to gather feedback on the updated concept.
