Consolidated Plan

The City of Minneapolis prepares a Consolidated Plan and a Consolidated Annual Performance Report (CAPER) annually. These documents address the City’s housing and community development and public service needs, and performance, in compliance with the U.S. Department of Housing and Urban Development (HUD) entitlement formula grants received by the City of Minneapolis: Community Development Block Grant (CDBG), Emergency Shelter Grant (ESG), HOME Investment Partnerships (HOME), American Dream Downpayment Initiative (ADDI), and Housing Opportunities for Persons with AIDS (HOPWA).
