Operations and Regulatory Services

The Operations Division of the City Coordinator's Office is responsible for the supervision and management of Regulatory Services Divisions including the Convention Center, Inspections, and Licenses & Consumer Services. In addition, communications issues, Facility Coordination (Space Planning), and the Americans with Disabilities Act are administered by the Director of Operations and Regulatory Services.

The Department of Regulatory Services contains three main divisions: the Division of Inspections, the Division of Licenses & Consumer Services, and the Minneapolis Convention Center. The Department is charged with the responsibility of protecting the health, safety and welfare of Minneapolis residents through a program of regulation, inspection, testing, and enforcement of laws and ordinances pertaining to licensed business establishments, building inspection, housing inspection, plan review, zoning administration, pollution control, parking regulation/collection, weights and measures, trucking enforcement, and consumer protection.

Regulatory Services provides the investigation and enforcement of laws and ordinances pertaining to:

  • Licensed businesses.
  • Building and housing code inspections including plan review, zoning administration, condemnation and removal of hazardous buildings.
  • Inspection of all construction activities.
  • Trucking enforcement activities including certification of meters and commercial weighing devices, random checks of City purchases (salt and aggregate), fuel delivery, and prepackaged commodity checks.
  • Pollution control activities including hazardous site cleanup, noise, illegal dumping, and the storage of hazardous materials.
  • Traffic control including parking enforcement, directing traffic, and collecting from parking meters.
  • Administration of Convention Center facilities including a 280,000 square-foot exhibit hall, a 28,000 square-foot ballroom, and 54 meeting rooms.
