1. Federal/State/ Local Update.
Action Taken: Received & filed verbal update.
2. Downtown Council's 2003 Legislative Agenda:
Presentation by Sam Grabarski.
Action Taken: Received & filed.
3. H.F. 7 re Public safety officer death benefit:
Consideration of H.F. 7 re Public safety officer death benefit paid to officer's estate if there is no eligible spouse or dependent.

4. City Contracts (Charter Amendment):
Ordinance amending Chapter 3, Section 22 of the Mpls City Charter relating to Powers and Duties of Officers, amending provisions relating to interest in City contracts to conform to State Statute (by Zerby) (Charter Commission approved as submitted for passage by affirmative vote of the City Council).
Requested Action/Action Taken: Set public hearing for 1/28/03 at 9:30 a.m.

5. Transportation Equity Act (TEA) Demonstration Project Funding:
Section of City Priorities.
Action Taken: Approved "Above the Falls Phase I Trail Loop" as a priority to be considered for funding as a TEA demonstration project.

6. Xcel Energy's Metro Emissions Reduction Project:
Consider resolution in support of project.
Action Taken: Approved, as amended to delete the last paragraph regarding direction to Mpls Community Development Agency.

7. H.F. 67 re City Elections:
Consideration of H.F. 67 re providing for the election of certain council members elected by ward after reapportionment, amending Minnesota Statues 2002, Section 205.84, subd. 1.
Action Taken: Approved position of opposing H.F. 67; Direction to IGR staff to work with the League of Cities in this effort, as well as other associations who are interested in the local control issue.
Notice: A portion of this meeting may be closed to the public, pursuant to Minnesota Statutes, Section 471.705, subdivision 1d(e) (1996), Minneapolis Star and Tribune Co. vs. Housing and Redevelopment Authority for the City of Minneapolis, 310 Minn. 313, 251 N.W.2d 620 (Minn. 1976) and Star Tribune vs. Board of Education Special School District No 1, 507 NW 2d 869 (Minn. Ct. App. 1993) which permit public bodies to close meetings to discuss attorney-client privileged matters.
