1. License Applications:

Grant Licenses recommended for approval.

Action Taken: Approved.

2. Noodles and Company (616-18 Washington Av SE):

Approve License Settlement Conference recommendations relating to On-Sale Wine and Strong Beer License.

Action Taken: Approved.

3. Rental Dwelling License at 736 Madison St NE:

Approve re-instatement of license to be held by John Kuecker.

Action Taken: Approved.

4. Employee Donation Program for Serious Illness:

Modify guidelines to allow MPD sworn personnel to receive from and donate time to Park police officers. (Refer to W&M/Budget)

Action Taken: Deleted from the Agenda.

5. Bicycle Safety:

Subject matter of an ordinance amending Title 18 of the Minneapolis Code of Ordinances relating to Traffic Code, ensuring laws protecting the safety of bicyclists, as follows:
a) Chapter 474 relating to Vehicle Operation; and
b) Chapter 490 relating to Bicycles. (Gordon) (Also in T&PW)

Action Taken: Postponed.

Set Public Hearing

6. Housing Maintenance:

Ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, as follows:
a) requiring emergency escape and rescue windows in bedrooms.
b) placing the responsibility on the owner for any infestation problem which is identified in either a unit, public hallway or shared space of a building with two or more units.
c) including State adopted requirements for carbon monoxide alarms.

Action Taken: Set Public Hearing for March 26th Meeting.

8. Free Speech Work Group:

Request that Work Group present a report on its schedule.

Action Taken: Work Group to make presentation at the March 26th PS&RS Meeting. PS&RS Committee to hold a public hearing at the April 9th Meeting.

9. Dancing Ganesha (1100 Harmon Pl):

Application for On-Sale Liquor Class D with Sunday Sales License.

Action Taken: Approved.

10. Idling:

Subject matter of the following ordinances amending the Minneapolis Code:

a. Title 15, Chapter 389 relating to Offenses--Miscellaneous: Noise, repealing subsections that were deemed unconstitutional relating to idling.

b. Title 3 of the Minneapolis Code of Ordinances relating to Air Pollution by adding a new Chapter 58 relating to Idling, adding new regulations relating to idling. (Samuels; Introduced 11/16/2007)

Action Taken: Approved.

11. Towing:

Subject matter of an ordinance amending Title 13, Chapter 349 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations: Wreckers and Tow Trucks, adding a new Section 349.270 establishing maximum service fees for Class A motor vehicle services (Schiff).

Action Taken: Postponed. Regulatory Services staff requested to meet with Public Works to further understand comments heard at the public hearing regarding 1) voluntary restriction of hours of operation; and 2) other City ordinance amendments to reduce the number of days that a vehicle must be held before being brought to auction.

12. Rental Dwelling License at 3420 Chicago Av:

Request for stay of Committee’s decision that the license held by Chike Onyekaba be revoked.

Action Taken: Stay denied. City Attorney’s Office directed to draft Findings of Fact to support denial.

13. Elite Groceries (324 W 33rd St):

Recommend revoke Grocery, Off-Sale 3.2 Beer, and Tobacco Dealer’s Licenses for failure to pay administrative fines for false alarms.

Action Taken: Deleted from the Agenda.

14. Dangerous/Wild Animals:

Resolution. amending schedule of civil fines for administrative offenses to specify additional violations of Title 4 (Animals and Fowl). (Refer to W&M/Budget)

Action Taken: Postponed.

16. Johnny A’s (200 W Broadway):

Recommend revocation of On-Sale Liquor Class E with Sunday Sales and
Tobacco Dealer’s Licenses.

Postponed to April 9th Meeting.

Action Taken: Postponed.

17. Markers/Paint Sticks:

Subject matter of an ordinance amending Title 11, Chapter 223 of the Minneapolis Code of Ordinances relating to Health and Sanitation: Drugs, regulating the sale to minors of certain markers and paint sticks (Schiff).

Action Taken: Postponed.

18. Lurking/Loitering:

Subject matter of an ordinance amending Title 15, Chapter 385 of the Minneapolis Code of Ordinances relating to Offenses--Miscellaneous, repealing Section 385.80 entitled Lurking; and amending Section 385.50 entitled Loitering by adding new prohibitions against loitering with the intent to engage in additional criminal acts (Gordon).

Action Taken: Postponed.

19. Retail Sales:

Subject matter of the following ordinances amending Title 13 of the Minneapolis Code of Ordinances relating to Licenses and Business Regulations:
a. Adding a new Chapter 351 entitled Retail Sales Establishments Not Otherwise Licensed, requiring licensure of general retail establishments not otherwise licensed.
b. Adding a new Chapter 352 requiring licensure of commercial rental units. (Johnson)

Action Taken: Postponed.

20. Jail Fees Resolution.

Action Taken: Postponed.
