City Council Committees

Here is a list of the City Council Standing Committees that Council Member Hofstede is a part of. Different City departments report to the Council through an assigned standing committee. Committee recommendations are then forwarded to the full Council for consideration.

Audit- Chair

The Audit Committee is responsible for the oversight of the City's internal audit function, financial reporting practices, internal controls, compliance with applicable law and regulation relating to financial controls and other related matters.

Committee of the Whole (Includes Intergovernmental Relations Sub-Committee)

The purpose of the Committee of the Whole is to consider matters not heard by the standing committees:

  • Consideration, modification and actions of the City’s vision, goals and strategic directions.
  • Major enterprise-wide initiatives, with consent of the relevant committee chair(s).
  • Reports regarding the semi-annual resident survey or employee survey results.
  • Items that are not logically suited for another Council committee, with consent of the relevant committee chair(s).
  • Items that require a simultaneous, initial hearing by all Council members.
  • Emergency or other actions where the regular committee cycle is not adequate to meet sequencing needs.
  • Hear reports from standing committees in advance of the full City Council meeting.
  • Intergovernmental Relations Subcommittee meets at the same time as Committee of the Whole, with the same membership, and hears items related to:
  • Legislation at the State, Federal, County and Metropolitan Council levels and setting priorities on legislation to pursue on behalf of the City.
  • Conveying the sense of the City to the State on legislative issues.
  • Granting local approval on legislation passed by the State which affects the City of Minneapolis.
  • Amendments to the Minneapolis City Charter and issues relating to the Minneapolis/St. Paul airport.

Elections

The Elections Committee sets dates for primary and general elections, determines opening and closing dates for candidate filing, designates precinct boundaries and polling places and appoints election judges. After the primary and general elections, the election returns are canvassed by this committee.

Public Safety & Health

The Public Safety & Regulatory Services Committee considers applications for gambling, business, rental dwelling, liquor, beer and wine licenses. This committee makes recommendations about condemned buildings under Chapter 249 of the Code of Ordinances; sets policy for the Inspections, Police and Fire departments; and considers public health, safety and social service programs for the City.

Regulatory, Energy, & Environment

  • Develop and champion policies, programs and initiatives that promote a sustainable city.
  • Oversee the sustainability indicators to insure that the indicators are integrated into the business plans of all city departments.
  • Make appointments to various boards and commissions.
  • Considers license applications for business, liquor, beer and wine, gambling, and rental dwellings.
  • Makes recommendations about condemned buildings under Chapter 249 of the Minneapolis Code of Ordinances.
  • Sets policy for the Department of Regulatory Services and Energy and Environment issues.

Rules

The Rules Committee considers matters relating to the City Council Rules

Taxes

The Taxes Committee reviews and approved recommendations of the Minneapolis Board of Appeal and Equalization on the City Assessors property valuations.

Ways & Means/Budget

The Ways & Means/Budget Committee determines the annual budget appropriations for structure, operation and organization for City departments. This committee considers lawsuit settlements; execution of contracts; and considers issuance of bonds recommended by the Community Development Committee. Personnel assignments, replacements, additions or reductions require approval from this committee.

This committee sets travel regulations and allocates funding for travel; authorizes solicitation or acceptance of funds and donations; accepts bids submitted by the Purchasing Department; gives authority to apply for State or Federal grants, authorizes establishment of leasehold cooperatives; and submits certification to Hennepin County for taxes to be levied.

Boards, Commissions and Task Forces

Council Member Hofstede is an appointed city representative for several boards, commissions, and task forces. Her role is to represent the City of Minneapolis.

Association of Metropolitan Municipalities

Metro Cities (created in 1974 as the Association of Metropolitan Municipalities) Also known as Metro Cities. The primary objective of this group is to be an effective voice for metropolitan cities at the Legislature and Metropolitan Council, so as to influence state legislation affecting metro area cities, and regional policies that accommodate the needs of metro area cities. Metro Cities represents 80 member cities, comprising 90% of the region’s population, including the core cities, inner ring and developing communities.

Metro Cities lobbies on a wide range of policies, including transportation, local government aids and credits, wastewater, redevelopment and housing. Additionally Metro Cities works in collaboration, when appropriate, with the League of MN Cities and other city advocacy groups on behalf of members.

Homegrown Minneapolis Implementation Task Force

Homegrown Minneapolis is an initiative to develop recommendations for the City of Minneapolis to improve sales, distribution and consumption of fresh, locally grown foods to positively impact the health, food security, economy and environment of our City and the surrounding region.

Meet Minneapolis

Meet Minneapolis is the official convention and visitors association for the City of Minneapolis.

Mississippi Riverfront Corporation

Minneapolis’ ability to continue its riverfront revitalization efforts is being strengthened by the creation of a new nonprofit corporation, the Minneapolis Riverfront Corporation (MRC). This organization is the outcome of an inter-agency study initiated to explore organizational changes that would allow Minneapolis to continue its riverfront revitalization efforts in a more effective, efficient manner

The goal of this nonprofit will be to play a constructive role in helping Minneapolis achieve its riverfront vision and implement the various riverfront plans. Council Member Hofstede serves as the Co-Chair of this Organization

Mississippi Watershed Management Organization (MWMO)

The Mississippi Watershed Management Organization is a watershed organization in the Twin Cities Metropolitan Area. Its boundaries include the Mississippi River as it runs through Minneapolis, as well as the land that drains to the river. Members of the MWMO include the cities of Lauderdale, Minneapolis, St. Anthony, St. Paul and the City of Minneapolis Park and Recreation Board.

The vision of the MWMO is to lead, and to foster stewardship of the watershed with actions that promote civic ownership and responsibility and through measures that achieve diverse and functional ecosystems.

North Metro Mayors Association

The North Metro Mayors Association involves a large number of north metro cities in its membership, including most municipalities along Bottineau Boulevard. The North Metro Mayors Association has over the years encouraged member communities to initiate sub-regional organizations around significant transportation corridors, including the 610 Coalition, 100 Council, and the North Metro I-35W Corridor Coalition.

Northstar Development Corridor Authority (NCDA)

Formed in 1997, 30 counties, cities, townships and regional rail authorities created the joint powers board known as the Northstar Corridor Development Authority (NCDA) to address the increased need for additional transportation solutions between St. Cloud and Minneapolis. Over the next decade, the NCDA overcame many hurdles to make the Northstar Commuter Rail Project a reality. Northstar service began late in 2009 and became part of Metro Transit’s regional service network. It added to the much needed transportation capacity in the region and created an easy and safe way for people to travel. Council Member Hofstede represents the City of Minneapolis on this board.

St. Anthony Falls Heritage Board

Since 1988 the Board has provided both funding and leadership to accomplish their mission of preserving and interpreting the St. Anthony Falls Historic District. They have funded several research reports, archeological digs, reuse studies and the 1990 St. Anthony Falls Interpretive Plan. These reports and studies have been used to educate people about the history and resources in the area, as well as to provide a roadmap as to the best way to encourage redevelopment of this area, while still preserving its historical integrity. The Board has also served as a central meeting place for groups to come together to envision and complete projects that were too big for one agency or organization to take on alone.

Council Member Hofstede is one of two Minneapolis Council Members on this board.
