2008 Metropolitan Council Livable Communities Demonstration Account (LCDA)

REQUEST FOR PROPOSALS

The City of Minneapolis Community Planning and Economic Development Department (CPED) is soliciting proposals for the 2008 Metropolitan Council Livable Communities Demonstration Account (LCDA) grant program. CPED will evaluate proposals through an established selection method and make recommendations to the Minneapolis City Council on up to five (5) applications to submit to the Metropolitan Council. Final funding decisions are expected from the Metropolitan Council in Dec 2008.

All applications within the City of Minneapolis, including those mailed to the address below, must be received no later than 4:00 p.m. on Thursday, May 1, 2008. A complete application consists of a 2008 Metropolitan Council LCDA Pre-Application AND a 2008 Minneapolis LCDA Supplemental Application. Applications received after that time will not be considered. Ten (10) copies of the application must be delivered or mailed to:

IMPORTANT: Due to timing constraints, applications are due to the City no later than 4:00 p.m. on Thursday, May 1, 2008. City staff has made every effort to streamline the application process, including preparing a Supplemental City Application that is a shortened version of the Metropolitan Council Full LCDA Application. The City reserves the right to make additional changes to applications up to the time they are submitted by the City to the Metropolitan Council.

All applicants must review the Metropolitan Council’s Funding Guidelines and Criteria and Eligible Uses of Funds before completing the application.

  • Applicants are encouraged to consider and highlight the following in their applications:
  • How the application fits within the redevelopment of a larger area, if any;
  • How the application fits within other initiatives, if any;
  • Incorporation/connections to green space/play space;
  • Incorporation/connections to transit;
  • Demonstration elements; and
  • Catalytic elements.

Applicants will be notified of the City Council’s decision on which pre-applications will be forwarded to the Metropolitan Council after Friday, June 6, 2008. Up to five applicants, as determined by the City Council action, will be required to submit an electronic copy of the finalized Met Council pre-application form via email by 4:00 PM on Thursday, June 12, 2008 to amy.geisler@ci.minneapolis.mn.us .

City staff will submit the pre-applications to the Metropolitan Council by June 16, 2008.

Metropolitan Council staff will review the pre-application forms and provide feedback to applicants by June 27, 2008. Applicants are then required to submit 31 copies of their final application and required attachments to CPED by 4:00 PM on Thursday, July 17 AND one email copy of the application (does not need to include attachments) to amy.geisler@ci.minneapolis.mn.us

City staff will submit the final applications to the Metropolitan Council by July 21, 2008.
