Public Hearing

1. Target Field (RLS-57, Ward: 7), Target Field - 353 5^th St N (Shanna Sether). This item was continued from the November 30 and December 14, 2009 meetings.

Staff report

A. Registered Land Survey: Application by Keith Dahl and Tom Holker of URS Corporation, on behalf of the Minnesota Ballpark Authority and Hennepin County for a Registered Land Survey (RLS), for the Twins Ballpark located in B4C-2 Downtown Commercial District, B4S Downtown Service District, I2 Medium Industrial District and DP Downtown Parking Overlay District. The purpose of this RLS is to create different ownership, leasehold and use tracts for the Ballpark structure and related enhancements on and near the Ballpark property.

Recommended Motion: The Community Planning and Economic Development Department – Planning Division recommends that the City Planning Commission approve the preliminary and final Registered Land Survey application for the Twins Ballpark located in B4C-2 Downtown Commercial District, B4S Downtown Service District, I2 Medium Industrial District and DP Downtown Parking Overlay District, subject to the following conditions of approval:

• This RLS creates certain tracts (namely, Tracts E, F and G) that, if separately redeveloped, would not meet the requirements of the zoning and subdivision ordinances for street frontage at ground level. Approval of this RLS does not constitute approval for the separate redevelopment of any tract if such tract does not comply with applicable zoning and subdivision ordinances.
• This action of the Planning Commission shall be recorded with Hennepin County at or prior to such time as the signed RLS is presented for recording with Hennepin County.

2. Heritage Commons (PL-241, Ward: 5), 1101 4^th Ave N (Jim Voll).

Staff report

A. Registered Land Survey: Application by The Minneapolis Public Housing Authority has applied for a preliminary and final subdivision plat for property located at 1101 4th Ave N (350 Van White Memorial Boulevard) to allow for several lots and parcels to be replatted into one lot.

Recommended Motion: The Community Planning and Economic Development Department – Planning Division recommends that the City Planning Commission adopt the findings and approve the preliminary and final plat subdivision application for property located at 1101 4th Ave N (350 Van White Memorial Boulevard).

3. 846 22nd Ave (BZZ-4617, Ward: 2), 846 22^nd Ave SE (Kimberly Holien).

Staff report

A. Rezoning: Application by Robert Zak has submitted an application to rezone property at 846 22nd Ave SE from R1A to R4 to increase the maximum occupancy to allow one family and up to four unrelated persons to reside in the existing dwelling.

Recommended Motion: The Department of Community Planning and Economic Development – Planning Division recommends that the City Planning Commission and City Council adopt the findings and deny the petition to rezone the property of 846 22nd Ave SE from the R1A, Single-family District to the R4, Multiple-family District.
