Introduction and Background

In August of 2003, North Minneapolis community leaders wrote to City elected officials asking the City to commit to developing sustainable solutions to the serious community and economic development issues facing North Minneapolis. Mayor R.T. Rybak joined with north side council members and local leaders to organize an action plan.

To implement the plan, CPED established the Northside Partnership, charged with the task of creating a comprehensive action plan to increase employment options, improve economic development, increase housing and environmental opportunities, and address public safety concerns in North Minneapolis.

A key component of the Northside Partnership’s housing effort is the City’s $1 million appropriation used to seed the Northside Home Fund (NHF).


The mission of the NHF is "To add value to existing neighborhood and institutional efforts to improve the quality of the housing stock in North Minneapolis."

Cluster Project Concept

The core focus of the NHF is the redevelopment of vacant and boarded homes on the City’s 249 List. This effort has been organized as the NHF-Pilot Project Fund for acquisition of vacant and boarded (249) properties for redevelopment and sale to owner-occupants.

The scope of the Pilot Project initiative however, is larger than a single property. In addition to the redevelopment of the 249 property, the NHF-Pilot Project initiative seeks to leverage additional investment and enforcement tools needed to improve the properties surrounding the 249 property. This focus on small geographic areas, or "clusters," is intended to make a noticeably positive impact on the housing stock of North Minneapolis neighborhoods.

Current Cluster Projects

The first, demonstration, cluster was selected in April 2005 and is located at 25th and James avenues North. Since April 2005, five additional clusters have been selected for inclusion in the pilot project initiative.

NHF Housing Resource Guide – Introduction

Below you will find information on a variety of housing resources available to residents, property owners, and developers living and working in North Minneapolis. The individual programs are administered by various Northside Home Fund partners and neighborhood organizations so please refer to the program-specific contacts for additional information on program guidelines and application processes.
