Minneapolis Workforce Development Board (MWDB)
The Minneapolis Workforce Development Board (MWDB) is authorized under the federal Workforce Innovation and Opportunity Act of 2014 (WIOA) to provide policy and program guidance for all activities under WIOA in the City of Minneapolis. The MWDB comprises 21 members, who are appointed by the Mayor and confirmed by City Council to a three-year term. Appointees are submitted to the Governor of Minnesota for certification. Eleven (11) members must be business representatives, including business organizations and trade associations; additional members represent the following: labor organizations (1), apprenticeship programs (1), open positions for labor organizations and/or apprenticeship programs (2), adult education (1), local higher education institution (1), economic and community development (1), State employment service under Wagner-Peyser (1), Title I Rehabilitation Act (1), and transportation, housing, or public assistance provider (1). WIOA requires that members of the board that represent organizations, agencies, or other entities shall be individuals with optimum policymaking authority within the organizations, agencies, or entities. The MWDB chair must represent the private sector. The Chair is elected by the MWDB membership, appointed by the Mayor, and confirmed by City Council. MWDB applicants must be City residents. The residency requirement may be waived for an officer or director of an organization that pays property taxes to the City of Minneapolis.
Meetings are typically held bi-monthly on the third Tuesday of the odd months at 8:00 a.m. The locations of meetings vary and are accessible to persons with disabilities. There is no compensation for attending meetings.

MWDB is a 21-member, private sector-led board, with voting representation as follows:
- 11 members shall be Representatives of Business, including business organizations and trade associations
- 4 members shall be Representatives of Organized Labor and Apprenticeship Programs
- 4 members shall be Representatives of Economic and Community Development, State Employment Service Office under Wagner-Peyser, and Title I Rehabilitation Act (may include: Transportation, Housing, Public Assistance, and/or Philanthropic Organizations)
- 2 members shall be Representatives of Adult Education and Higher Education (may include CBO Trainers)

The MWDB uses the City's open appointment process. Applications are reviewed by staff and the Chair of the MWDB, who make recommendations to the Mayor. The Mayor appoints the selected person to the MWDB, and the City Council approves the Mayor’s appointments.
Term of Appointment
Members shall serve three-year terms.
