Southeast Minneapolis Industrial Area (SEMI)

Objective: The SEMI area south of the Burlington Northern rail yards will house bioscience research-related businesses. This development helps the city fulfill its goals of developing a vibrant, sustainable community, promoting private sector growth to build a healthy economy and partnering to promote regional growth and investment.

Description: The SEMI area is a 700 acre site located in Southeast Minneapolis on the border with Saint Paul. Approximately 525 acres are in Minneapolis with 175 acres in Saint Paul.

Development in the SEMI area began in the late 19th century and centered primarily on railroad yards. Over 40 acres have recently been redeveloped in SEMI, but the remaining area houses remnants of obsolete railroad property, grain elevators, and industrial property in need of redevelopment. The railroad and intense manufacturing use in the area left behind significant environmental contamination.

City staff are working to develop public infrastructure to attract private investment in bioscience-related research businesses. The SEMI Master Plan calls for recreating the street grid and, high density industrial development, structured parking, and public open space.

Partners: The City received grant funding from the Department of Employment and Economic Development (DEED), the Mississippi Watershed Management Organization (MWMO), and the State of Minnesota for infrastructure development. CPED and public works are working together with the surrounding neighborhoods to develop plans for infrastructure, acquire property, and facilitate development of the area.
