Requests for Proposals
Following is a listing of active Requests for Proposals (RFPs), Requests for Qualifications (RFQs) and program nominations being solicited by the Department of Community Planning and Economic Development (CPED).
Commercial Development

The City of Minneapolis is accepting proposals for Business District Support grants. Through a competitive Request for Proposals process, this program funds activities that support the vitality of business districts. Recognizing that no commercial areas are exactly the same, the program is designed to support a range of activities that strengthen and support neighborhood businesses districts throughout the city. Eligible areas are the commercial corridors, commercial nodes, LRT station areas, and activity centers indentified in The Minneapolis Plan. Examples of eligible activities include market studies, retail recruitment initiatives, technical assistance to businesses and marketing efforts. These contracts are outcomes-based. Contract payments will be made based on demonstration of successful completion of outcomes identified in the contract with the City. The maximum grant is $50,000 and the contract term is one year.
Proposals are due on Friday, February 26, 2010 by 4:00 p.m. An informational meeting will be held on Thursday, January 28, 2010 at 9:00 AM at CPED, Crown Roller Mill, 105 Fifth Ave South, Suite 200, Minneapolis, MN 55401.

The City of Minneapolis is seeking redevelopment proposals for property owned by the City at 427 Cedar Avenue. The City’s development goal for the vacant site is new construction to accommodate neighborhood-oriented commercial or mixed uses. The parcel is 8,383 square feet, approximately 81 x 103 feet. The property has a market value of $240,000. Proposals are due on Friday, April 30, 2010, by 3:00 p.m. For further information regarding submission requirements, call Judy Cedar at 612-673-5095.

CPED is seeking applications for gap financing assistance for commercial development projects in neighborhood business districts (map of eligible areas) through the Great Streets program. Open application period.

Housing Development
|
Tax Credit Assistance Program (TCAP) and Section 1602/Exchange Program for qualified residential rental properties located in the City of Minneapolis who have received an allocation of LIHTC under Section 42(h) of the IRC 1986 during fiscal years 2007, 2008 or 2009 (October 1, 2006 through September 30, 2009).

CPED is a suballocator of Low-Income Housing Tax Credits (LIHTC) for the state. Tax credits are offered through an annual RFP process pursuant to the Qualified Allocation Plan. Proposals are due annually.

Affordable Housing Trust Fund Program funds are used to provide gap financing (the difference between conventional financing and project costs) for affordable and mixed-income rental housing production and preservation projects. Proposals are due annually.

Emergency Shelter Grant Program funds are used to renovate, rehabilitate and convert buildings for use as emergency shelters or transitional housing for homeless people. Proposals are due annually.

CPED seeks nominations for projects to include in its new Higher Density Corridor Housing Initiative. The program provides a new funding source for public acquisition of sites for multifamily housing development on or near community, commercial and transit corridors. Open application period.

Minneapolis Employment and Training
|
The Minneapolis Employment and Training Program is seeking experienced employment and training providers to develop employment opportunities for WIA eligible, Minneapolis youth, between the ages of 14-21 (and possibly up to age 24), for the summer of 2010. This employment development opportunity includes recruiting employers for summer worksites or developing work-based summer experiences, providing work readiness training and providing payroll services for the youth participants. Proposals are due on Friday, February 26, 2010 by 4:00 p.m.

The Minneapolis Workforce Investment Act (WIA) Youth Council and Minneapolis Employment and Training Program (METP) in partnership with the City’s Department of Health and Family Support are seeking a qualified service provider to operate an employment and training program for current or previously gang involved youth ages 14-21.
Agencies responding to this RFP must have a current master contract with METP. Proposals are due on Friday, February 26, 2010, by 4:00 p.m.
