RFP Summary

The City of Minneapolis issued a Request for Proposals (RFP) for 1215 Marshall Street NE on June 9, 2009. The City is re-opening this RFP process for an additional 60 days for submission. Proposals due no later than 4:00 p.m. on Tuesday, December 8, 2009. The City’s development goals for the property are renovation of the existing structure to accommodate neighborhood-oriented, pedestrian-scale mixed-use commercial/retail/office uses. The redevelopment site is located on Marshall Street N.E. between 13th Avenue N.E. and Broadway Street. The site includes an 18,991 square foot two-story structure. The site will accommodate up to 34 car parking spaces.

The City-established Fair Reuse Value (the asking price) is currently $1.00 "as is" due to the extraordinary expected costs to rehabilitate the property given the need to address water infiltration issues, replace most if not all of the roof, and to disconnect the sites stormwater from the City sanitary sewer system. However, the market value will be re-evaluated and modified by the appraiser in the instance of City financial participation in water infiltration remedies, abatement remedies, stabilization work to the building, or any other City-funded investments in the Office Building Historic Site.

There is a strong preference for a rehabilitation project that is completed within one year of the sale. Construction items required within one year of sale and prior to occupancy include 1) rainleader disconnect; 2) water infiltration remedies; 3) roof replacement (especially the central section); 4) abatement and/or stabilization of asbestos, lead-based paint and other environment hazards; and, 5) code compliance items including functional mechanical systems and windows.

Proposals must provide detailed information including a workable site plan, the scope of work proposed, sources and uses of funding, a construction budget, evidence of financing commitments and clearly articulated roles and responsibilities of various partners in the project. Required proposal contents are also contained within the RFP. All respondents must include a list of all real estate owned (solely or in partnership) within the City of Minneapolis by all individuals within the partnership. The City’s review will include investigating whether property tax payments are current and whether there are any unresolved code violations for properties owned by members of the proposal team and within the City of Minneapolis

Reviews of proposals submitted by the deadline will go through staff and neighborhood reviews and then considered by City Council early 2010. The City reserves the right to reject any all proposals or parts of proposals, to negotiate modifications of proposals submitted, and to negotiate specific work elements with a proposer into a project of lesser or greater magnitude than described in the RFP or the proposer’s reply.
