The City of Minneapolis is issuing a Request for Proposals (RFP) for a housing/mixed use development on a City-owned site located at Marshall and 13th Streets NE in Minneapolis. The Marshall Street Site consists of a vacant land parcel at1219 Marshall St. ("The Housing Parcel") and the historic Grain Belt Office Building at 1215 Marshall St. ("The Office Building Parcel").The City’s goals are the development of new multifamily housing and the renovation of the existing office building to accommodate neighborhood-oriented, pedestrian-scale mixed-use commercial/retail/office uses.

The Marshall Street site, which is adjacent to the Historic Grain Belt Brewhouse, is located in the Sheridan Neighborhood of Northeast Minneapolis, approximately one and one-half miles from the Minneapolis Central Business District. The site is bounded by Marshall Street on the west, Broadway the south, 14th Avenue on the North, Main Street to the East and is approximately 150,560 square feet (3.5 acres) of land area. The site has strong transportation connections to surrounding communities and is serviced by the Metropolitan Transit bus system with direct links to the downtown business district.

While the RFP encompasses both the Housing Parcel and the Office Building Parcel, the City has adopted a flexible offering approach and is allowing developers the option to submit a proposal for just one of the parcels. A developer may therefore submit a proposal for the Housing Parcel, or for the Office Building Parcel, or a unified proposal for both. However, due to the close interrelationship between the two parcels, the City is encouraging developers to consider a unified proposal because it is the simplest and most direct way to maximize the development potential of the entire site and to achieve a high degree of integration and consistency. In the event that developers choose to propose on only one parcel, they must be prepared to work in close coordination with the developer selected for the other parcel in order to create complementary projects of high quality and with the same level of integration and consistency. The City will facilitate the coordination of each developers plan/proposal.

The RFP has a 90-day response period which means that proposals must be submitted to the City on or before 4:00 p.m., Monday, August 1, 2011. Proposals must contain detailed information, including a development and site plan, sources and uses for funding, a development/construction budget, financing commitments, and information on the development team. A complete list of the required proposal contents are contained within the RFP.

Development proposals submitted by the August 1st deadline will go through City staff and neighborhood reviews and then will be presented to the City Council for consideration in the fall of this year. The City reserves the right to reject any or all proposals.

B. 2009 Grain Belt Office Building Proposals

Pursuant to requests, the City is making available copies of the development proposals submitted for the Grain Belt Office Building in response to the RFP issued in July of 2009. However, in the opinion of City staff, these proposals have limited value in the current RFP process. None of these proposals was ever approved by the City Council, and the contents of the proposals should therefore not be considered acceptable or unacceptable to the City under the current RFP. In addition, the condition of and related assumptions about the Office Building have changed significantly since the 2009 RFP due to recent improvements made to the building by the City.

C. RFP Questions and Answers

The RFP schedule currently has a cut-off date of July 18th for the submission of questions, but CPED is further extending this date. D. Clarification to RFP Exhibit 2A

Exhibit 2A on the Grain Belt RFP website is in conflict with Two Pines’ archeological report. The Loucks survey (designed for drainage improvements next to GBOB) lists an outdated outline of the Orth Brewery foundation. The Two Pines report indicates that historic ruins extend further.
