The City of Minneapolis is seeking proposals from non-profit business consulting organizations to administer technical asssitance services to Minneapolis busineses and entrepreneurs through outcome-based contracts. A pre-proposal meeting will be held on March 26, 2012 from 9:00 a.m. - 10:00 a.m. at the CPED offices, Crown Roller Mill, located at 105 Fifth Avenue South, Suite 200, Minneapolis. - The City of Minneapolis is seeking proposals for activities that support the economic strength and vitality of neighborhood commercial districts. Recognizing that commercial districts throughout the city have different needs and opportunities, the program is designed to support a variety of activities including business recruitment, district marketing initiatives, and business workshops on social marketing to name a few. Eligible areas are the commercial corridors, commercial nodes, LRT station areas, and activity centers identified in The Minneapolis Plan for Sustainable Growth. The maximum grant is $50,000 and the contract term is one year. The City is also issuing a Request for Proposals for the Business Association Assistance Program (see above). In the past, the City has funded technical assistance (business planning, classes for entrepreneurs, one-on-one training on topics such as accounting, legal and tax issues, etc.) for businesses through the Business District Support program. In 2012, the City plans to provide support for technical assistance for businesses through a new stand-alone program, citywide, without the geographic focus on commercial corridors and nodes. The City will issue an RFP for this program in early April.

- The City of Minneapolis sought proposals from organizations to administer a Façade Improvement Grant Program in areas that are eligible for the City’s Great Streets programs. The Request for Proposal (RFP) document describes the program guidelines and requirements for submitting a proposal. Eligible areas include commercial corridors, commercial nodes, activity centers, and Hiawatha and Central Corridor Light Rail Transit (LRT) station areas. A full list and map of eligible areas are included the RFP document. Organizations awarded contracts through the RFP process administer the Façade Improvement Grant Program on behalf of the City of Minneapolis by providing matching grants to businesses and commercial property owners as reimbursement for exterior storefront improvements. Commercial – Industrial Development
- CPED is seeking applications for a photographic media artist to produce compelling materials to tell the story of the visual transformation of West Broadway and the impact of the City’s Great Streets Façade Improvement Program on the avenue.
CPED has issued a Request for Proposals for organizations to administer the Façade Improvement Matching Grant Program in commercial corridors, neighborhood commercial nodes, activity centers, and Hiawatha and Central Corridor Light Rail Transit (LRT) station areas. The City provides Façade Improvement Matching Grant administration contracts to organizations as an incentive to encourage private investment in and improve the appearance of our neighborhood business districts. The City of Minneapolis sought redevelopment proposals for properties owned by the City and located at 1256 Penn Ave N and 1235-1243 Oliver Ave N (the “SE Site”) and 2201-2215 Plymouth Ave N and 1245 Penn Ave N Minneapolis (the “SW Site”). The City offered both Sites “as-is.” The sites were vacant. The RFP solicited a wide range of commercial or mixed commercial/residential use developments of either Site. The City would consider proposals that involve the direct sale of either Site for immediate development, as well as proposals that involve a ground lease for an interim (short-term) use. CPED sought applications from organizations interested in administering the Great Streets Façade Improvement Matching Grant Program in eligible neighborhood business districts. The RFP was issued on Tuesday, September 7, 2010. Please read the 2011 Façade Improvement Program RFP for full details and visit the Great Streets Façade Improvement Matching Grant Program webpage. Proposals were due Thursday, October 28, 2010 at 4:00 p.m.
- The City of Minneapolis sought redevelopment proposals for the Hennepin Stages Theater, a property owned by the City, located at 824 Hennepin Avenue. The property is currently configured with two stages for small venue live theater. Proposals were due August 19, 2010 at 4:00 p.m.
- On behalf of the City of Minneapolis, the Department of Community Planning and Economic Development (CPED) sought development proposals for a vacant parcel of land (the ‘liner parcel’) that the City owns across from the Guthrie Theater. This parcel benefits from significant public and private investments being made in the immediate vicinity (e.g., the Mill City Museum, Mill Ruins Park, Open Book, Guthrie Theater complex and various housing/commercial projects). The parcel is also centrally located near the downtown core, two blocks from an LRT station, and lines the Riverfront Municipal Parking Ramp.

The City’s development goal for the vacant site is new construction to accommodate neighborhood-oriented commercial or mixed uses. The parcel is 8,383 square feet, approximately 81 x 103 feet. The property has a market value of $240,000.

Through a competitive Request for Proposals process, this program funds activities that support the vitality of business districts. Recognizing that no commercial areas are exactly the same, the program is designed to support a range of activities that strengthen and support neighborhood businesses districts throughout the city. >Eligible areas are the commercial corridors, commercial nodes, LRT station areas, and activity centers indentified in The Minneapolis Plan. Examples of eligible activities include market studies, retail recruitment initiatives, technical assistance to businesses and marketing efforts. These contracts are outcomes-based. Contract payments will be made based on demonstration of successful completion of outcomes identified in the contract with the City. The maximum grant is $50,000 and the contract term is one year. - City of Minneapolis issued a Request for Proposals (RFP) for 1215 Marshall Street NE on June 9, 2009. The City is re-opening this RFP process for an additional 60 days, through Tuesday, December 8, 2009. We are seeking an experienced employment and training provider to be selected by a competitive proposal process. Proposals were due by 4:00 p.m., Thursday July 10, 2009. RFP Materials
- The City of Minneapolis Employment and Training Program (METP) has issued an Existing Master Contract Holders-Request for Proposals for use of Economic Stimulus Funds available through the Adult program. At this time, $562,613 is available through the American Recovery and Reinvestment Act (ARRA) for an experienced employment and training provider(s) to be selected by a competitive proposal process to operate a program(s) that would provide services to program eligible Minneapolis residents. The maximum amount of funds that can be requested by a proposer is $150,000-Three models will be considered:
a) Skills training followed by a subsidized work experience resulting in unsubsidized employment
b) Skills training followed by direct job placement
c) A project using the apprenticeship model as a means for clients to obtain the skills required for employment.

- The City of Minneapolis Employment and Training Program (METP) has issued a 2009 STEP-UP Summer Work Site Request for Proposal to be a work site for the 14 and 15 year old youth during the summer of 2009. Work sites must provide a learning-rich work experience for the youth understanding that this is a first job and many of the youth in the program need training to become successful in the workforce. - On Monday, August 11, 2008, the Minneapolis Department of Health and Family Support (MDHFS) issued a Request for Proposals for the provision of Youth Violence Prevention services for Minneapolis Empowerment Zone neighborhoods. Up to $200,000 in federal HUD EZ funds will be available in grants not to exceed $50,000 per year for the almost two year period of October 1, 2008 through August 31, 2010 (funding for the second year from 9/1/09-8/31/10 is contingent upon the availability of funds and contractor performance). - The Minneapolis EZ is soliciting proposals for the funding of projects, programs, services and business enterprises that will benefit residents of the EZ area. - The City of Minneapolis, through its Community Planning and Economic Development (CPED) department is accepting applications for the Minneapolis Neighborhood Stabilization Program II (NSP 2) Foreclosure Recovery Rehabilitation Program. This program is being funded by a grant from the department of Housing and Urban Development (HUD) as authorized by the federal American Reinvestment and Recovery Act of 2009 (The Recovery Act).
CPED is offering, through a combined Request for Proposal (RFP) for development of rental housing and a Request for Qualifications for development of ownership housing, approximately $9.1 million in NSP 2 funds. There is approximately $3.6 million available for the development of rental housing (NSP 2 Activity B – Purchase Rehabilitation) that is affordable to households with income at or below 50% of area median income (AMI). These are limited to properties with at least two units. There are approximately $5.5 million for development of ownership housing (NSP Activity E – Redevelopment) that is affordable to households with income at or below 120% AMI.
For the rental proposals, the entire $3.6M will be awarded among the proposers meeting the minimum requirements. For the ownership proposals, funds will be awarded on a first come-first served basis once the unit has been identified by the approved/eligible developer. Eligible developers will be based on the proposals submitted as part of the application process.
Additional non-NSP, single family ownership funding may also be available to selected developers on a first-come first-serve basis. Developers interested in being considered for these funds must indicate their interest on the application.
