- The City of Minneapolis Art in Public Places Program and Department of Public Works are pleased to invite artists to apply to design public art works to be integrated into the Hiawatha Maintenance Facility in the East Phillips neighborhood at 26th Street East and Hiawatha Avenue South. Artists or artist teams may apply. Proposals are due on or before July 16, 2007 by 4pm.

Business Assistance
- The City of Minneapolis is seeking proposals from organizations to administer a Façade Improvement Grant Program in areas that are eligible for the City’s Great Streets programs. The Request for Proposal (RFP) document describes the program guidelines and requirements for submitting a proposal. Eligible areas include commercial corridors, commercial nodes, activity centers, and Hiawatha and Central Corridor Light Rail Transit (LRT) station areas. A full list and map of eligible areas are included the RFP document. Organizations awarded contracts through the RFP process administer the Façade Improvement Grant Program on behalf of the City of Minneapolis by providing matching grants to businesses and commercial property owners as reimbursement for exterior storefront improvements. Commercial – Industrial Development
- City of Minneapolis issued a Request for Proposals (RFP) for 1215 Marshall Street NE on June 9, 2009. The City is re-opening this RFP process for an additional 60 days, through Tuesday, December 8, 2009. The RFP Summary Page (link provided below) provides new information related to proposal content and the extended deadline for submitting a proposal. This RFP is for renovation of the existing historic structure to accommodate neighborhood-oriented, pedestrian-scale commercial uses.

- The City of Minneapolis is seeking redevelopment proposals for property owned by the City located at 927 and 1001 West Broadway Avenue (existing 3-story commercial buildings) and 1838 Dupont and 1839 Bryant Avenues North (existing parking lots). The City’s development goals for the property are renovations of the existing structures to accommodate neighborhood-oriented mixed-use commercial/retail/office uses. Grant funded activities include business technical assistance, marketing, market studies, and more. The Great Streets Business District Support RFP is now available. - CPED is seeking applications from organizations to administer a façade improvement matching grant program in areas that are eligible for the City’s Great Streets Neighborhood Business District Program. Eligible areas include commercial corridors, neighborhood commercial nodes, and Hiawatha Light Rail Transit (LRT) station areas. Applications are due no later than 4:00 p.m. on Tuesday, November 25, 2008.
Questions and Answers from the November 6, 2008 Pre-Proposal Session
- CPED is seeking development proposals for a 33,105 square foot property located at 129 Plymouth Avenue N. The property is currently owned by MnDOT. Proposals are due no later than 4 p.m., Friday, September 5, 2008.
- The Department of Community Planning and Economic Development (CPED) Division of Planning is the preparation of an Industrial Land Use and Employment Policy Plan. In addition to land use, the study should provide a comprehensive examination of current and future industrial sector employment within the City of Minneapolis in relation to national and regional trends. Proposals are due on or before March 15, 2005 by 4pm.

- CPED is seeking RFPs for a light-industrial development of a 1.5 acre site at 26th Street East and Minnehaha Avenue to provide living wage employment opportunities. The development should complement the developments that have occurred in Seward Place Industrial Business Center. - The City of Minneapolis Employment and Training Program and Ramsey County Workforce Solutions are applying for a Department of Labor Pathways Out of Poverty Green Jobs Training and Placement Grant. All organizations which hold master contracts with the City of Minneapolis Employment and Training Program or Ramsey County Workforce Solutions that would like to be eligible to provide the employment services detailed within are asked to respond to this Request for Qualifications (RFQ). We are seeking an experienced employment and training provider to be selected by a competitive proposal process. Proposals are due by 4:00 p.m., Thursday July 10, 2009

- The City of Minneapolis Employment and Training Program (METP) has issued an Existing Master Contract Holders-Request for Proposals for use of Economic Stimulus Funds available through the Adult program. At this time, $562,613 is available through the American Recovery and Reinvestment Act (ARRA) for an experienced employment and training provider(s) to be selected by a competitive proposal process to operate a program(s) that would provide services to program eligible Minneapolis residents. The maximum amount of funds that can be requested by a proposer is $150,000-Three models will be considered:
a) Skills training followed by a subsidized work experience resulting in unsubsidized employment
b) Skills training followed by direct job placement
c) A project using the apprenticeship model as a means for clients to obtain the skills required for employment.

- The City of Minneapolis Employment and Training Program (METP) has issued a 2009 STEP-UP Summer Work Site Request for Proposal to be a work site for the 14 and 15 year old youth during the summer of 2009. Work sites must provide a learning-rich work experience for the youth understanding that this is a first job and many of the youth in the program need training to become successful in the workforce. - The City of Minneapolis’ Employment and Training Program is soliciting Requests for Qualifications (RFQ) from community agencies serving Minneapolis residents with expertise on youth and adult employment with a focus on families in poverty. The selected agency will provide program implementation and development of a Family Project. There is no funding available for this project. - CPED seeks Non-Profit Employers for STEP-UP Youth Jobs Program, an employment and training program for economically disadvantaged and at-risk youth, ages 14 and 15 years old, who reside in the City of Minneapolis. Jobs are provided by local non-profit agencies that apply, though a competitive process, to provide learning rich job experiences for summer 2008. Proposals are due on or before January 4, 2008 by 4pm.
- CPED’s Minneapolis Employment and Training Program (METP) is accepting applications from local non-profit agencies that would like to have youths in the STEP-UP Program work for them next summer. The program provides youths, whose wages are subsidized through the program, opportunities for career exploration and development. Proposals are due on or before Friday, January 6, 2006 by 4pm.

- CPED contracts with many agencies to provide a wide range of employment and training and other human/social services for Minneapolis residents. Under the current process, all agencies that would like to be eligible to provide these services under contract with CPED are asked to respond to the RFP, which will be used to create a list of eligible providers. Empowerment Zone
- On Monday, August 11, 2008, the Minneapolis Department of Health and Family Support (MDHFS) issued a Request for Proposals for the provision of Youth Violence Prevention services for Minneapolis Empowerment Zone neighborhoods. Up to $200,000 in federal HUD EZ funds will be available in grants not to exceed $50,000 per year for the almost two year period of October 1, 2008 through August 31, 2010 (funding for the second year from 9/1/09-8/31/10 is contingent upon the availability of funds and contractor performance). The completed application is due no later than 4 p.m., Friday, September 5, 2008.
- The Minneapolis EZ is soliciting proposals for the funding of projects, programs, services and business enterprises that will benefit residents of the EZ area. For complete eligibility information, requirements and application materials, please review the EZ request for proposals web page. Proposals are due on or before Friday, May 30, 2008 at 4:00 p.m.
- The Minneapolis Empowerment Zone is accepting applications for its small grant program. Grants are available to non-profit community based organizations to use for program and general operating expense. Programs or initiatives must either have a direct or indirect relationship to economic development and impact at least one other Empowerment Zone goal areas: housing, safety, education or community based service. Proposals are due on or before Tuesday, October 31, 2006 by 4:30pm.

- The Minneapolis Public Housing Authority (MPHA) is issuing a Request for Proposals (RFP) seeking qualified developers for the development of an Elders Community Center and a Senior Housing and Memory Care Facility as an addition to the Heritage Park development in Minneapolis, Minnesota. As part of the American Recovery and Reinvestment Act (ARRA), MPHA has been awarded two U. S. Department of Housing and Urban Development (HUD) Capital Fund Recovery Competition (CFRC) grants totaling almost $20.2 million. Interested developers must participate in a required pre-submittal conference on December 7, 2009 at 10:30 AM CST at MPHA’s offices located at 1001 Washington Avenue North, Minneapolis, MN 55401; teleconferencing is available. RFP responses must be received by MPHA on or before December 14, 2009, at 2:00 PM CST.

- CPED seeks funding proposals for its Emergency Shelter Grant Program to renovate, rehabilitate and convert buildings for use as emergency shelters or transitional housing for people who are experiencing homelessness. Proposals are due on or before Thursday, January 3, 2008 by 4pm.
- CPED is seeking site nominations for the NHF Pilot Project Fund. North Minneapolis neighborhood organizations can nominate vacant and boarded properties for redevelopment. Nominations are due no later than December 16, 2005, 4:30pm.

- The City of Minneapolis through CPED is announcing the availability of $1 million in rehabilitation, new construction and affordability funding through the Workforce Ownership Housing Development Program. The program is one of several programs that CPED uses to maintain existing housing and develop new housing for low- and moderate-income households in Minneapolis. Proposals are due on or before January 21, 2005 by 4pm.

- The goal of the DMNA Affordable Housing 2004 Fund is to assist with the development of long-term (at least 20 years) affordable housing units for low-income families and individuals, including the elderly and persons with special needs at or below 50% of the Metropolitan Median Income as adjusted for family size. Approximately $375,000 is to be awarded this year. Proposals are due on or before August 30, 2004 by 4pm.

- CPED is announcing the availability of $500,000 in housing rehabilitation, new construction and affordability funding under the Perpetual Affordability Pilot (PA) Program. The PA program is designed to assist development of single-family and duplex homes by providing grants to developers that need gap financing assistance. Applications are due on or before July 30, 2004.

- CPED is requesting ideas for interim uses on a City-owned parcel across from the Guthrie Theater. This request for ideas is not a solicitation for development proposals for the site. There are no City funds available for idea implementation, site preparation, or ongoing operations. - Hennepin County and the City of Minneapolis are soliciting proposals from qualified persons with professional experience in policy development and facilitation to provide support to the Work Group of the Lead Poisoning Prevention Task Force—an intergovernmental task force created by a joint resolution of the Minneapolis City Council and the Hennepin County Board in 2002. The Work Group enhances communication and coordination between the City of Minneapolis and Hennepin County while pursuing the goal of ending childhood lead poisoning by 2010. Proposals are due on or before September 10, 2004.

- The City of Minneapolis is seeking proposals from consulting firms to conduct a planning process and produce a plan document that addresses the scope of services described in the Uptown Small Area Plan Request for Proposals. Proposals are due on or before Thursday, September 28, 2006 by 4:30pm.
- The Department of Community Planning and Economic Development (CPED), Division of Planning is requesting proposals for the preparation of the Midtown Greenway Land Use and Development Plan taking into consideration the development of Lake Street as well as anticipated rail transit under consideration for the area. It will explore possible approaches to addressing certain key implementation issues. Proposals are due on or before March 14, 2005.

- The CPED Planning Division is requesting proposals for a consultant to work with a project team to create a corridor master plan for Lyndale Avenue South from Minnehaha Creek to the Crosstown Highway 62. The master plan is expected to be undertaken in 2005 and to focus on long-term changes rather than short-term improvements. Proposals are due on or before February 1, 2005.

- CPED seeks proposals for the purchase and potential redevelopment of Parcel A in the rapidly developing Mill District in downtown Minneapolis. Proposals are due on or before Friday, February 22, 2008 by 4pm.
- The City of Minneapolis (“City”) is seeking development proposals for certain property owned by the Minnesota Department of Transportation (MNDOT) located at 4100 Hiawatha Avenue South (PID: 07-028-23-23-0081). The City wants to acquire the property from MNDOT for redevelopment. Proposals are due on or before Friday, August 31, 2007.

- The City of Minneapolis is seeking an experienced developer to lead a long-term effort to redevelop the Bassett Creek Valley. Public property totaling approximately 56 acres is currently used for the city’s Impound Lot and Linden Yards (public works operations). The selected developer will have exclusive rights to negotiate a purchase of this property for up to five years conditioned on annual demonstrated progress, with a renewal option. Proposals are due on or before Monday, July 30, 2007.

The Metropolitan Council has received a federal grant to assist compact, mixed-use, pedestrian and transit-oriented development (TOD) projects located within 1,500 feet of Hiawatha LRT transit stations. Hiawatha Land Assembly funds must be spent on the purchase of one or more properties for the purpose of developing TOD projects. There is approximately $3.5 million available to support approved projects. Proposals are due on or before Thursday, November 10, 2005 by 4pm.

- The City of Minneapolis is issuing an amended RFP for the Nicollet Hotel Block. Development objectives call for a mixed-use transit oriented project that will include a publicly funded underground transit terminal, up to 300 units of rental or ownership housing, structured residential parking, and convenience retail. Development Proposals are due on or before September 15, 2005 by 4pm.
