911 Call Recording Breach Notification

The City of Minneapolis has learned that 27 audio recordings of 911 calls were released to the news media, KSTP-TV, LLC. These recordings were part of a PowerPoint presented to Minneapolis Police about the 911 dispatch system. While written transcripts of 911 calls are available to the public, audio recordings of 911 calls are private data.

What is the City doing to address the breach?

  1. The City has already made efforts to contact the affected 911 callers using available contact information.
  2. The City will take immediate steps to ensure those with access to 911 audio understand their responsibilities in safeguarding the callers’ privacy.
  3. The City will investigate the incident and identify what can be done to prevent future unauthorized releases. The City will create a written investigation report, as required by Minnesota Statutes, Section 13.055, subdivision 2(b). This report will be available after the investigation is complete.

How can I be assured my privacy will be protected if I make a 911 call in the future?

  1. This incident is unusual. Each day, 911 handles more than 1,000 calls. This release involved 27 call recordings from 11 days. While the City takes this incident very seriously, it is important to realize that it is unlikely to affect you.
  2. The City is taking steps to prevent similar incidents in the future. The City is investigating this incident to determine what can be done to prevent future unauthorized releases.
  3. You can request not to be identified publicly when you call 911. Minnesota law makes transcripts of 911 calls public. Callers who feel their safety or property may be threatened can request that their identity be kept private by letting the 911 operator know.

Call 911 if you need emergency services or witness a crime, accident, or fire. It is the best way to access emergency services.  

How to determine if your 911 phone call was part of the breach.

The table below shows the date, time, general subject, and approximate location of the affected calls (except when protected). Concerned individuals may use list this to determine whether a specific call recording may have been part of this release. Individuals may also contact Minneapolis 311. These calls are listed below.
