Food Plan Review Requirements
In the City of Minneapolis, you must follow certain guidelines if you plan to:
- Start a new business
- Remodel, alter, expand or upgrade an existing business
You will need to contact Minneapolis Development Review and talk to a Development Review Coordinator about your plans. Development Review Coordinators can answer your questions and give you the correct Plan Review Application and guidelines.
Business Technical Assistance Program (B-Tap)
Would you like help planning or opening a business in Minneapolis? The City of Minneapolis Community Planning and Economic Development (CPED) developed the B-Tap program to give consulting support to small and medium sized businesses located in Minneapolis.

Plan Review
In order for your plans to be reviewed, you must submit
- A completed Plan Review Application, and a
- Plan Review Fee.
The plan review fee must be paid with a check or money order when the plans and specifications are submitted. Turn-Around Time
Plans will be reviewed on a first-come, first-served basis. Incomplete plan additions or plan revisions will be evaluated in the order they are received.
Site Evaluation
Minneapolis Environmental Health will only conduct a site evaluation after plans and/or a licensed application have been submitted. The request will be done by appointment only.
Green To Go
The Minneapolis Green To Go ordinance bans the use of polystyrene (Styrofoam TM). The Green To Go ordinance requires food and beverages prepared for immediate consumption and to-go must be placed in packaging that is reusable, recyclable or compostable. Recyclable materials must be recycled. Compostable plastics must be composted. Visit www.minneapolismn.gov/GreenToGo for more information.
Permission to Open
The Food, Lodging & Pools Program does not grant final permission to open. Permission is given by Minneapolis Business Licensing. Contact Business Licensing at 612-673-2080.
License
At least four (4) weeks prior to opening, apply for proper type of license Minneapolis Business Licensing in Room 1, City Hall, 350 South 5th Street. The license application must be approved and final inspections must be conducted prior to opening for business.
