Public Hearing 1:30 p.m.

1. Minneapolis Neighborhood Stabilization Program 2 (NSP2):

a) Authorize staff to submit to the Department of Housing & Urban Development an application for NSP2 funds under the American Recovery and Reinvestment Act, 2009 by 7/17/2009 as lead applicant in a consortium with Hennepin County and the City of Brooklyn Park;
b) Authorize staff to develop and execute consortium agreements with Hennepin County and the City of Brooklyn Park as required by the NSP2;
c) Set the public comment period for NSP2 for 6/16/2009-6/26/2009;
d) Receive & file public comments received 6/16/2009.

Action Taken: Approved.

Consent Items

2. Greater Metropolitan Housing Corporation (GMHC):

Direct staff to negotiate a First Look Program Agreement with GMHC, in compliance with guidance and regulations of the U.S. Department of Housing and Urban Development (HUD) for the use of Neighborhood Stabilization Program funds awarded to the City & authorize Agreement between GMHC & the City under the NSP of HUD.

Action Taken: Approved.

3. Neighborhood Stabilization Program’s Foreclosure Recovery and Rehabilitation Program:

Approve using $1.5 million from the Affordable Ownership Housing Program (AOHP) as a revolving loan fund for construction financing at 0% interest for the Program & authorize contracts.

Action Taken: Approved.

4. Lovell Square Project:

a) Approve the 2005 Affordable Housing Trust Fund award of $418,407 to be used for the relocation of eligible tenants of the Lovell Square Project;
b) Authorize necessary agreements with Wilson Development Services, LLC;
c) Authorize necessary documents to execute foreclosure on the project.

Action Taken: Approved.

5. Greater Metropolitan Housing Corporation (GMHC):

a) Approve a $750,000 zero percent loan to GMHC to be used as a line of credit for loans they originate on behalf of the City;
b) Approve appropriation increase of $750,000 ( Also in W&M/Budget

Action Taken: Approved.

6. Minnesota Department of Employment and Economic Development (DEED) Redevelopment Grant Awards (re 14 th Ave N Cul-de-sac Project and East Bank Mills):

a) Accept grant award of $170,000 for 14th Ave N cul-de-sac and award of $151,938 for East Bank Mills;
b) Approve appropriation increases;
c) Authorize execution of grant, sub-recipient and/or disbursement and related documents and agreements ( Also in W&M/Budget

Action Taken: Approved.

7. Kenwood Isles Neighborhood Revitalization Plan Phase II Plan Modification #1:

a) Approve NRP Plan Modification #1 creating a new housing strategy;
b) Approve increase of Plan’s allocation by $14,400 for a revised total allocation of $100,000;
c) Approve appropriation increase of $20,000;
d) Authorize contracts or agreements ( Also in W&M/Budget

Action Taken: Approved.

Joint Agenda Item with Mpls Community Development Agency (MCDA) Operating Committee

8. Target Center:

a) Approve resolution authorizing the transfer of the Target Center property and agreements from the MCDA to the City of Mpls;
b) Appoint the Mpls Convention Center Executive Director as the Contract Administrator under the Amended and Restated Arena Lease, Operating, Management, Use and Assurance Agreement between the MCDA and AEG Management MN, LLC;
c) Receive and file information regarding the transfer of responsibility for operations and management oversight of the Target Center from CPED staff to Convention Center staff ( Refer to MCDA Board of Commissioners Also in W&M/Budget

Action Taken: Approved.
