Approving application of Holiday Station Stores for an Extended Hours License (new license).

Action Taken:  Approved.

 

4.    Mansion at Uptown: 2901 Hennepin Ave (16-00754)

Approving application from Mansion of Uptown for an On Sale Liquor with Sunday Sales, Class B License (new business).

Action Taken: Approved.

5.    TA’s Automotive: 4554 Chicago Ave (16-00754)

Approving application from TA’s Automotive for an Extended Hours License (new license).

Action Taken: Approved.

6.    The Normandy Kitchen: 405 S 8th St (16-00754)

Approving application of The Normandy Kitchen for a Sidewalk Café License (expansion of premises).

Action Taken: Approved.

Granting business licenses recommended for approval in the Licenses & Consumer Services Agenda for June 7, 2016. 

New liquor, wine and beer establishment owners or licenses, and permanent expansions or upgrades to existing licenses detailed as follows:  

1.    Five Deco, 2917 Bryant Ave (new proprietor).

2.    Internacional Cuisine Bar & Grill Restaurant, 3508 E Lake St (new proprietor).

3.    Minneapolis Marriott City Center, 30 S 7th St (corporate name change).

4.    Rare, 615 2nd Ave S (corporate name change).

5.    The 508, 508 1st Ave N (corporate name change).

6.    The Loop, 606 Washington Ave N (corporate name change).

7.    Town Talk Diner & Gastropub, 2707 E Lake St (new proprietor).

       Action Taken: Approved.

8.    On Sale Liquor, Class B License Operating Conditions: The Venue, 315 1st Ave N (16-00755)

Adopting the Business License Operating Conditions Agreement negotiated between the City of Minneapolis and The Venue, 315 1st Ave N, allowing the licensee to retain the On Sale Liquor, Class B License, subject to adherence with the conditions contained therein.

Action Taken: Approved.

Regulatory Services

9.    Contract amendment with Home Line for free legal advice to Minneapolis renters (16-00756)

Authorizing an increase to contract C-39596 with Home Line of $100,000, for a new not-to-exceed total of $200,000, and extension for 12 months, through Dec. 31, 2016, for providing free legal advice to Minneapolis renters in English, Spanish and Somali via phone, email and resource materials (Refer to WM).

Action Taken: Approved and referred to WM.

10.  Memorandum of Understanding with the Minneapolis Public Housing Authority to analyze opportunities for potential inspections coordination (16-00757)

Authorizing a Memorandum of Understanding with the Minneapolis Public Housing Authority to analyze opportunities for potential inspections coordination between the two organizations.

Action Taken: Approved.

11.  Awarding exclusive development rights to Pinnacle Management, LLC for the Satori Project:  1830 & 1832 Bryant Ave N and 817 1/2 W Broadway Ave (16-00758)

Approving exclusive development rights to Pinnacle Management, LLC for a period not to exceed 24 months on three City-owned parcels at 1830 & 1832 Bryant Ave N and 817 1/2 W Broadway Ave.

Action Taken: Approved.

12.  Hawthorne EcoVillage Apartments affordable housing project:  617 Lowry Ave N, 3110 Lyndale Ave N, 3116 Lyndale Ave N, 3113 6th St N and 3117 6th St N (16-00759)

Passage of Resolution giving final approval for the issuance of up to $6.8 million in Tax Exempt Multi-Family Housing Entitlement Revenue Bonds for the Hawthorne EcoVillage Apartments project.

Action Taken: Approved.

13.  Hennepin County Housing and Redevelopment Authority (HRA) financial assistance from the 2016 Affordable Housing Incentive Fund (AHIF) to seven projects located in Minneapolis (16-00760)

Passage of Resolution granting approval for the Hennepin County Housing and Redevelopment Authority (HRA) to provide financial assistance from the 2016 Affordable Housing Incentive Fund (AHIF) to seven projects located in Minneapolis, as follows:  3310 Penn Ave N, 2010 S 5th Ave; 2525 2nd St NE; 41 12th St N; 3708 Elliot Ave SE; as well as several scattered project sites not yet identified.

Action Taken: Approved.

14.  2016 Affordable Housing Trust Fund (AHTF) Pipeline Project (16-00761)

Approving up to $900,000 from the Affordable Housing Trust Fund (AHTF) subject to the availability of funding at project closing and authorizing the execution of the necessary documents for the loan noted: A loan up to $900,000 from the AHTF for the Aeon Prospect Park project at 3001 4th St by Aeon, or an affiliated entity. 

Action Taken: Approved.

15.  Amendments to the Humboldt Greenway Redevelopment Option Contract (16-00762)

Approving amendments to the Humboldt Greenway Redevelopment Option Contract.

Action Taken: Approved.

16.  2016 Homeownership Opportunity Minneapolis (HOM) Program (16-00763)

1.    Approving the 2016 Homeownership Opportunity Minneapolis (HOM) Program to provide down payment and closing cost assistance to Minneapolis homebuyers.

2.    Authorizing lending contracts and/or disbursement and related agreements for City of Minneapolis funds for the HOM Program.

3.    Authorizing contracts with Greater Metropolitan Housing Corporation and BuildWealth Minnesota in an amount not to exceed a combined total of $75,000 for the costs of administering the loans (Refer to WM).

Action Taken: Approved and referred to WM.

18.  Neighborhood Stabilization Program (NSP) funds and NSP guidelines (16-00764)

      1.    Passage of Resolution appropriating program income generated through the Neighborhood Stabilization Program (NSP) of $983,526.89 and accepting and appropriating an additional allocation of NSP 1 funds from the Minnesota Housing Finance Agency (MHFA) of $1,197,824.09, for a total appropriation of $2,181,350.98.

2.    Authorizing execution of a second amendment to the grant agreement with MHFA for the acceptance of additional NSP 1 funds.

3.    Authorizing amendment of homebuyer assistance guidelines from $7,500 of assistance to $5,000 of assistance for new NSP project commitments.

4.    Authorizing amendment of development gap assistance cap for new construction projects from $60,000 of assistance to $70,000 of assistance for new NSP project commitments (Refer to WM).

1.    Approving application of La Fresca for an On Sale Wine with Strong Beer, Class E License (expansion of premises).

2.    Adopting Business License Operating Conditions Agreement negotiated between the City of Minneapolis and LaFresca, 4750 Grand Ave, allowing the licensee to retain the On Sale Wine with Strong beer, Class E License, subject to adherence with the conditions contained therein.
