Department of Community Planning & Economic Development (CPED)

1.    Modification No. 126 to the Common Plan and Modification No. 1 to the Ninth Street and Hennepin Avenue Redevelopment Plan: Acquisition and renovation of 900 & 906 Hennepin Ave (the Solera Building) (16-01211)

 Passage of Resolution approving of Modification No. 126 to the Common Development and Redevelopment Plan and Common Tax Increment Financing Plan, and Modification No. 1 to the Ninth St and Hennepin Ave Redevelopment Plan. The Modifications incorporate the Ninth St and Hennepin Ave Redevelopment Project into the Common Development and Redevelopment Project and allow the use of Common Project tax increment revenue for costs associated with the acquisition and renovation of 900 and 906 Hennepin Ave (the Solera Building) (Refer to WM).

Action Taken:  Approved and referred to WM.

Approving application of AC Hotel Minneapolis Downtown for an On Sale Liquor with Sunday Sales, Class B License (new business).

Action Taken:  Approved. 

3.    Frank from Philly: 1235 4th St SE (16-01212)

Approving application of Frank from Philly for an Extended Hours License (new license).

Action Taken:  Approved. 

4.    Smart Stop: 2651 Johnson St NE (16-01212)

Approving application of Smart Stop for an Extended Hours License (new license).

Action Taken:  Approved.

5.    Licenses & Consumer Services agenda for Sept. 13, 2016 (16-01212)

Granting business licenses recommended for approval in the Licenses & Consumer Services Agenda for Sept. 13, 2016.

Action Taken:  Approved.   

New liquor, wine and beer establishment owners or licenses, and permanent expansions or upgrades to existing licenses detailed as follows:  

1.    Danbar India Grill, 1221 W Lake St (license upgrade).

Action Taken:  Postponed. 

2.    Dunn Bros Coffee, 2528 Hennepin Ave (new proprietor).

Action Taken:  Approved. 

3.    Monarch Minneapolis, 322 1st Ave N (new proprietor).

Action Taken:  Approved. 

4.    Reverie Café & Bar, 1931 Nicollet Ave (amending business plan).

Action Taken:  Approved. 

6.    Restaurant License operating conditions: Penny’s Coffee, 100 University Ave SE (16-01213)

Adopting the Business License Operating Conditions Agreement negotiated between the City of Minneapolis and Penny’s Coffee, 100 University Ave SE, allowing the licensee to retain the Restaurant License, subject to adherence with the conditions contained therein.

Action Taken:  Approved. 

7.    Business Made Simple: Committee review requirements for alcohol license applications ordinance (16-00868)

Setting a public hearing for Sept. 27, 2016, for an ordinance amending Title 14 of the Minneapolis Code of Ordinances relating to Liquor and Beer, amending provisions related to the requirement that applications for new alcohol licenses must be submitted twice to the appropriate committee of the City Council:

1.    Chapter 360 In General.

2.    Chapter 362 Liquor Licenses.

3.    Chapter 363 Wine Licenses.

4.    Chapter 366 Beer Licenses.

Action Taken:  Public hearing set for Sept. 27, 2016. 

Regulatory Services

8.    Rental Dwelling License reinstatement: 3113 Central Ave NE, owner Dominic Scheck (16-01214)

Approving reinstatement of Rental Dwelling License for property at 3113 Central Ave NE, owner Dominic Scheck.

Action Taken:  Approved. 

CPED

9.    Homeownership Opportunity Minneapolis (HOM) Down Payment and Closing Cost Assistance Program administration (16-01215)

Approving an increase in the costs of loan administration from $1,000 per loan to $1,200 per loan in the contracts with Greater Metropolitan Housing Corporation and BuildWealth Minnesota to administer the HOM program (Refer to WM).

Action Taken:  Approved and referred to WM.

10.  Street Café Pilot Program Supplement (16-01216)

1.    Receiving the 2017-2018 Street Café Pilot Program and Street Café Supplement to the Parklet Application Manual.

Action Taken at TPW: Received and file.

Action Taken:  Received and filed. 

2.    Approving a waiver of parking meter hooding fees for the first year of street cafes that start in the 2017 and 2018 pilot program.

Action Taken at TPW: Approved.
