Department of Community Planning & Economic Development (CPED)

1.    Minneapolis Community Development Agency (MCDA) housekeeping ordinance (16-01377)

1.    Passage of Ordinance amending Title 16 of the Minneapolis Code of Ordinances relating to Planning and Development, repealing chapters dealing with obsolete fees, entities, and programs and updating the chapter dealing with the Minneapolis Community Development Agency to reflect changes due to the creation of the Department of Community Planning & Economic Development:

Chapter 414 In General.

Chapter 416 Industrial Development Commission.

Chapter 418 Commercial Buildings Rehabilitation Loan Program.

Chapter 422 Minneapolis Community Development Agency.

Chapter 425 Working Capital Loans.

2.    Authorizing an amendment to the Administrative Procedure for Preparing, Approving and Amending CPED and MCDA Program Guidelines.

3.    Authorizing an amendment to the Administrative Procedure for Preparing, Approving and Amending Project Plans and Finance Plans.

4.    Authorizing the CPED Director to approve future amendments to procedural documents.

5.    Rescinding the Administrative Procedure for Preparing, Approving and Amending Development Objectives.

6.    Rescinding the Interim Guide to Process: Approval Authority for CPED Actions.

7.    Referring to the Minneapolis Community Development Agency Board the following:

Amended Bylaws for the Bylaws of the Minneapolis Community Development Agency.

Amendments to the Administrative Procedures for Preparing, Approving and Amending CPED and MCDA Program Guidelines.

2.    Modifications to the Tax Increment Finance (TIF) Plans for TIF Districts No. 71 (UVB Site), No. 75 (Housing Replacement District I), No. 85 (Phillips Park), and No. 121 (Parcel C) (16-01532)

Passage of Resolution approving four TIF plan modifications that amend each TIF District's tax increment budget to authorize increased revenues and expenditures that will allow the City to meet its commitments to outstanding pay-go TIF notes, the Affordable Housing Trust Funds, and ongoing activities in the Housing Replacement District . (Also in WM)

Approving application of Glam Dolls Donuts, LLC doing business as Glam Doll Donuts, for On Sale Wine with Strong Beer, Class C-1 with Sidewalk Café Licenses (new business).

7.    Utepils Investments, LLC, doing business as Utepils Brewing Co.: 225 Thomas Ave N (16-01533)

Approving application of Utepils Investments, LLC doing business as Utepils Brewing Co., for On Sale Liquor, Taproom with Sunday Sales, Class C-2  and Off-Sale Malt Liquor, Growler Licenses (new business).

10.  Rental dwelling license for 5420 44th Ave S: In forma pauperis motion before Minnesota Court of Appeals (16-01536)

Considering appellant Margots Kapacs’ request to proceed in forma pauperis on his pending challenge to the City's denial of his rental dwelling license to the Minnesota Court of Appeals by writ of certiorari.

Action Taken:  Denied.

11.  Conduit Bonds Policy (16-01537)

1.    Approving a Conduit Bonds Policy for the issuance of conduit bonds by either the City of Minneapolis or the Minneapolis Community Development Agency. (Also in WM)

12.  Licenses & Consumer Services agenda for Nov. 15, 2016 (16-01533)

Granting business licenses recommended for approval in the Licenses & Consumer Services Agenda for Nov. 15, 2016. 

New liquor, wine and beer establishment owners or licenses, and permanent expansions or upgrades to existing licenses detailed as follows:  

1.    HRIL Lake Beverage, LLC, doing business as Double Tree Hotel: 1101 LaSalle Ave (new proprietor)

Action Taken:  Approved.

Regulatory Services

13.  Contract amendment with Regents of the University of Minnesota for traffic management services at TCF Bank Stadium (16-01538)

Authorizing extension of revenue contract C-38533 with the Regents of the University of Minnesota through Dec. 31, 2017, to receive revenue up to $100,000 to provide traffic management services at TCF Bank Stadium. (Also in WM)

14.  Regulation of intentional communities ordinance (16-01068)

Setting a public hearing for Nov. 29, 2016, on an ordinance amending Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, providing for regulation of intentional communities.

Action Taken:  Public hearing set for Nov. 29, 2016.

15.  Decertification of 11 Tax Increment Finance (TIF) Districts and two Hazardous Substance Subdistricts (16-01539)

1.    Passage of Resolution approving the decertification of 11 TIF Districts and two Hazardous Substance Subdistricts that have either paid off all of their financial obligations or the anticipated development did not occur in the district.

2.    Authorizing and directing the City Finance Officer to make any appropriation adjustments necessary to close out the individual funds for these districts, and return any surplus tax increment revenue to Hennepin County for redistribution to the City, County, and School District in 2017.

Action Taken:  Approved.

16.  Business Made Simple: Food license requirements ordinance (16-01442)

Setting a public hearing for Nov. 29, 2016, on an ordinance amending Title 10, Chapter 188 of the Minneapolis Code of Ordinances relating to Food Code: Administration and Licensing, amending provisions related to the requirements for obtaining a food license.

Action Taken:  Public hearing set for Nov. 29, 2016.
