Presenting 2016 Awards for Outstanding Service to RESOURCE for the Youth Program Partner Award, and Jewish Family and Children’s Service of Minneapolis for the Adult and Dislocated Worker Programs Partner Award.

2.    Minneapolis Public Housing Authority (MPHA) Executive Director designation (16-01605)

Confirming the designation of Gregory P. Russ as Executive Director of the MPHA.

Passage of the following ordinances amending the Minneapolis Code of Ordinances providing for regulation of intentional communities:

1.    Title 20 relating to Zoning Code: Chapter 520 Introductory Provisions; Chapter 536 Specific Development Standards; Chapter 541 Off-Street Parking and Loading; Chapter 546 Residence Districts; Chapter 547 Office Residence Districts; Chapter 548 Commercial Districts; Chapter 549 Downtown Districts; and Chapter 551 Overlay Districts.

2.    Title 12, Chapter 244 of the Minneapolis Code of Ordinances relating to Housing: Maintenance Code, providing for regulation of intentional communities. (Also in ZP)

Adopting amended Business License Operating Conditions Agreement negotiated between the City of Minneapolis and Penny’s Coffee, 100 Washington Ave S, allowing the licensee to retain the Restaurant License to adherence with the conditions contained therein which supersede the original set of conditions approved on Sept. 23, 2016.

Authorizing a grant agreement with Hennepin County for the City’s contribution toward development costs for the Cedar Riverside Opportunity Center at 515 15th Ave S.

25.  Acknowledgement of Receptivity to an LCA Funding Award form (16-01618)

Passage of Resolution authorizing the appropriate City officials to sign an Acknowledgement of Receptivity to an LCA Funding Award form in support of the potential award of Metropolitan Council Livable Communities Local Housing Incentive Account grant funds to the Indian Neighborhood Club Expansion and Minnehaha Townhomes projects.

26.  Year 2016 Housing Revenue Entitlement bonds carryforward (16-01619)

Passage of Resolution authorizing the carryforward of $36,743,189 of the Year 2016 Tax Exempt Multifamily Housing Entitlement Revenue Bonds for Multifamily Housing Programs.

Action Taken: Approved.

27.  Rehab Support Program recommendations (16-01620)

1.    Accepting a MHFA Single Family Fall 2016 Impact Funds award totaling $236,842.

2.    Passage of Resolution approving appropriation of funds to the Department of Community Planning and Economic Development

3.    Approving the use of the Impact Funds as an interest rate subsidy for the Community Fix Up loans.

4.    Authorizing grant, sub-recipient and/or disbursement and related agreements for these funds.

5.    Authorizing a contract with Greater Metropolitan Housing Corporation in the amount of $271,842, of which $236,842 is for program loans, and $35,000 from fund 01SRF-Residential Finance, for administrative costs (Refer to WM).

28.  Fiscal Year 2016 Emergency Solutions Grant (ESG) Fund recommendations (16-01621)

1.    Approving up to $299,236 of Fiscal Year 2016 Emergency Solutions Grant (ESG) Funds for the following Rapid Rehousing (ESG Services) initiatives:  Up to $149,618 for St. Stephen’s Human Services, or an affiliated entity; and up to $149,618 for Catholic Charities or an affiliated entity.

2.    Authorizing necessary contract documents with the organizations receiving the ESG funds.

Action Taken: Approved.

29.  Infill Housing Working Group recommendations (16-01622)

1.    Receiving a report on the recommendations of an Infill Housing Working Group to encourage residential 1-4 unit development on government-owned vacant lots in the City of Minneapolis.

2.    Directing CPED staff to return with proposed modifications to infill housing land sale and subsidy programs that achieves objectives of the Infill Housing Working Group.

3.    Authorizing acceptance of $500,000 in Minnesota Housing Finance Agency Impact Fund for Infill Housing Development and execution of related agreements (Refer to WM).

Approving a waiver of the 60-day requirement to declare property a nuisance and proceed with the provisions of Minneapolis Code of Ordinances Chapter 249 for fire-damaged property at 2110 Emerson Ave N.

Action Taken:  Approved.
