Community Development

1. Tax Credit Assistance Program (TCAP) Draft Implementation Plan:

Passage of Resolution approving the administration of the Tax Credit Assistance Program and the Section 1602 Tax Credit Exchange Program as authorized under the American Recovery and Reinvestment Act Citywide ( subject to prior approval on 6/2/2009
Early Signature by Mayor Requested.

Action Taken: Approved.

Referred Report to Ways & Means/Budget

2. Mpls Economic Recovery Strategy/2008 Consolidated Plan Amendment #3:

Approve recommendations of Community Development Block Grant (CDBG)-R work team relating to CDBG-R projects and funding amounts; Authorize staff to further develop proposed 2008 Consolidated Plan Amendment #3 for submittal to the U.S. Department of Housing and Urban Development (HUD) by 6/5/2009; Authorize staff to accept & execute pending CDBG-R grant award when made available by HUD ( subject to prior approval on 6/2/2009 (9 votes)

Unfinished Business

1. On-Premise Signs (Zoning Code Text Amendments and Building Code Amendment):

a) Sent forward without recommendation Ordinances amending Title 20 of the Minneapolis Code of Ordinances relating to Zoning Code, (to comprehensively review and revise the current zoning code regulations relating to on-premise signs), as follows:
1) Chapter 520, related to Introductory Provisions;
2) Chapter 543, related to On-Premise Signs;
3) Chapter 551, related to Overlay.
b) Return Chapters 525, 531, and 535 to author.

c) Sent forward without recommendation Ordinances amending Title 5 of the Minneapolis Code of Ordinances relating to Building Code, as follows:
1) Chapter 95, related to Projections and Encroachments; and
2) Chapter 109, related to Signs and Billboards (Action Taken 5/22/2009: Postponed).

Action Taken: Continued Postponement.
