12. Settlement with Internal Revenue Service of $135,000  (15-00712)
a.    Passage of Resolution authorizing City staff to execute a settlement agreement with the Internal Revenue Service ("IRS") in the amount of $135,000 pursuant to examination findings regarding potential taxability of City of Minneapolis Limited Tax Supported Development Revenue Bonds.
b.    Passage of Resolution amending 2015 General Appropriation Resolution to appropriate an additional $135,000 in the department of Community Planning and Economic Development, using reserves from the City's Common Bond Fund ("CBF").

13. MetroPass Program License  (15-00713)
Authorizing City officers to execute a five-year license agreement with Metropolitan Council as permitted under the City of Minneapolis Voluntary Employees' MetroPass Program. The Program price for the first year of the license is estimated to be approximately $475,000.

14. ServiceNow Service Desk Functions - Contract Amendment  (15-00714)
Authorizing City officers to amend contract C-39200 with OneNeck IT Solutions LLC to include professional services for implementation of the ServiceNow service desk functions. No monetary increase to the contract is necessary, nor is additional funding needed.

15. Govern System Computer Assisted Appraisal and Land Management System - Contract Amendment  (15-00715)
Authorizing City officers to:
a.       Extend the existing N. Harris contract, C00-15921 for three additional years through
December 31, 2018, and
b.      Update the City’s General Terms and Conditions to reflect current standards.
Action Taken: Adopted.
16. Revisions to the Appointed Officials Compensation Plan  (15-00495)
a.       Approving a general wage adjustment of 2.2% effective January 1, 2015.
b.      Adopting an eight-step salary structure for all positions within the Appointed Officials Compensation Plan effective January 1, 2015.
c.       Approving a January 1, 2015, transition of current employees to the corresponding step on the new schedule.
d.      Authorizing annual step movement from the date of job entry, and promotions provided satisfactory or better job performance.
e.      Directing staff to prepare a document for the administration and maintenance of the new compensation plan, including administrative mechanisms to maintain market competiveness and internal equity.
f.        Directing staff to implement the necessary corrections to restore external market competitiveness as established and approved by the previously adopted Appointed Officials Compensation Plan maintenance policy, with the exception of the Internal Auditor position, as follows: 3% increase effective July 1, 2015, and 3% increase effective December 31, 2015.
