1.   Roll Call.

2.   Adoption of the agenda.

       Action Taken: Adopted.

3.   Motion to suspend Council Rule VIII (2) (D) to allow members of the public to address the Council.

       Action Taken: Adopted.

4.      2017 City Budget: Public hearing (16-00959)

1.    Receiving a budget overview by the Finance Department.

2.    Receiving public comment on the following:

·        2017 budget and tax levy.

·        Fiscal Year 2017 Consolidated Plan.

·        Utility rates for water, sewer, stormwater, solid waste, and recycling service.

       Action Taken: Received and filed.

5.    2016 Tax Levies (16-00959)

Passage of Resolution approving the 2016 property tax levies, payable in 2017.

Action Taken: Adopted.

6.    2017 General Appropriation Resolution (16-00959)

Passage of Resolution fixing the maximum amounts to be expended by the various City departments for 2017 for funds under the jurisdiction of the City Council and for which the City Council levies taxes and fees.

Action Taken: Adopted as amended.

Adopted Amendments to 2017 Operating Budget

7.    2017-2021 Five-Year Capital Program (16-00959)

Passage of Resolution adopting the 2017-2021 Capital Program.

Action Taken: Adopted.

8.    2017 Capital Improvement Bonds (16-00959)

Passage of Resolutions requesting the Board of Estimate & Taxation to issue and sell City of Minneapolis bonds for various amounts for the 2017 Capital Improvement Program. (9 votes)

Action Taken: Adopted.

9.    2017 Utility Rates (16-00959)

Passage of Resolution designating the utility rates for water, sewer, stormwater, solid waste, and recycling services effective with water meters read on and after January 1, 2017.

Action Taken: Adopted.
