APPROVAL OF AGENDA

IN THESE INSTANCES, THE COMMISSION CHAIR WILL OPEN THE PUBLIC HEARING AT THE BEGINNING OF THE MEETING AND WILL ASK WHETHER ANYONE WOULD LIKE TO PROVIDE TESTIMONY OR EXPRESS CONCERNS ABOUT ITEMS RECOMMENDED FOR THE CONSENT AGENDA. 1.      2018 Calendar
Discuss and approve January 16th and 30th for the 2018 HPC calendar.

1.      500 Sixth Street South, Ward 7
Staff report by Hilary Dvorak, PLAN5138
This item was continued from the October 24th HPC meeting.
The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by Armory Holdings LLC for the Minneapolis Armory located at 500 South 6th Street:
A.     Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow signage, subject to the following conditions:
  1. The overall height of the dynamic wall signs shall be limited to 28 feet.
  2. The base of the freestanding sign located along 5th Avenue South shall be made out of concrete with aggregate in it that matches the walls leading to the underground parking.
  3. All signs attached to the building shall be anchored into mortar joints.
  4. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than November 28, 2019.
  5. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
B.      Historic Variance.
Recommended motion: Approve the historic variance to allow signage, subject to the following conditions:
  1. The dynamic sign messages shall remain static for a period of not less than 60 seconds and the transition from one message to the next shall be direct and immediate.
  2. The dynamic signs shall have a pitch of not greater than 20 millimeters between each pixel. Special effects, including but not limited to dissolving, fading, scrolling, starbursts and wiping shall be prohibited.
  3. The overall height of the dynamic wall signs shall be limited to 28 feet.
 
2.      419 Washington Avenue North, Ward 3

This item was continued from the November 7th HPC meeting.
The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by North Loop Partners, LLC for the property located at 419 Washington Avenue North in the Warehouse Historic District:
A.     Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to construct a one-story addition on top of the existing building located at 419 Washington Avenue North in the Warehouse Historic District, subject to the following conditions:
  1. The rooftop mechanical equipment shall be screened. The screening shall be compatible with the exterior material and color of the rooftop addition.
  2. The building addition shall be allowed to be built less than one structural bay or 15 feet from the northwest elevation. The addition shall be located at least one-and-a-half feet from the northwest elevation of the building.
  3. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than November 28, 2019.
  4. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
 
3.       228 12th Street South, Ward 7

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by Christian Osmundson of Alatus, LLC, for the property located at 228 12th Street S:
A.     Demolition of Historic Resource.
Recommended motion: Approve the demolition of historic resource application.
 
4.      24 University Avenue Northeast #B, Ward 3
Staff report by Hilary Dvorak, PLAN5420
The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by Stem Wine Bar for the property located at 24 University Avenue Northeast, #B in the St. Anthony Falls Historic District:
A.     Certificate of Appropriateness.
Recommended motion: Approve the certificate of appropriateness to allow a projecting sign on the building, subject to the following conditions:
  1. Only one brick can be removed or modified to accommodate the electrical conduit needed for illumination of the projecting sign.
  2. By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one year extension if the request is made in writing no later than November 28, 2019.
  3. By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
5.      821 West Broadway Avenue, Ward 5

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by Pinnacle Management, LLC for the property located at 821 West Broadway:
A.     Demolition of Historic Resource.
Recommended motion: Approve the demolition of historic resource application.
 
6.      825 West Broadway Avenue, Ward 5

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the application by Pinnacle Management, LLC for the property located at 825 West Broadway:
