APPROVAL OF ACTIONS FROM THE JUNE 11, 2019 MEETING                    

APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. If you plan to speak to an issue on the agenda, it is recommended that you arrive at the meeting at 4:30 or contact the assigned city staff person in advance. Please contact CPED staff with any questions that you have about the consent agenda.

1.      TWO 41 Signage, 241 5th Ave N, Ward 3

Staff report by Hilary Dvorak, PLAN8862

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by North Loop Partners LLC for the property located at 241 5th Ave N in the Warehouse Historic District:

A.     Certificate of Appropriateness.

Recommended motion: Approve  the certificate of appropriateness to allow a master sign plan that includes nine wall signs and two projecting signs on the building, subject to the following conditions:

1.      By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion. Upon written request and for good cause, the planning director may grant up to a one-year extension if the request is made in writing no later than June 25, 2021.

2.      By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.

3.      All signs shall be affixed to the building through the mortar joints to allow for them to be removed without impacting the brick.

B.     Historic Variance to allow signage on the building.

Recommended motion: Approve  the historic variance to allow a wall sign that is 142 feet above grade and to allow two wall signs to be located on the north elevation, a non-primary building wall.

2.      The Nordic/Sable & Loose Wiles Master Sign Plan, 729 Washington Ave N, Ward 3

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by United Properties and Spectrum Sign Systems for the properties located at 701-729 Washington Ave N, 722-728 3rd St N, and 250 7th Ave N in the Minneapolis Warehouse Historic District:

A.     Certificate of Appropriateness.

Recommended motion: Approve the certificate of appropriateness to allow for a master sign plan for The Nordic/Sable and Loose Wiles Buildings, subject to the following conditions:

1.      To comply with Chapter 543 zoning code lighting requirements, between sunrise and sunset the maximum luminance shall be five thousand (5,000) nits and between sunset and sunrise the maximum luminance shall be five hundred (500) nits.

2.      The ‘WeWork’ sign (Sign #3) shall be reduced to 17’-4” in height.

3.      Day-glo, light reflecting or fluorescent colors or materials are not allowed for signage.

4.      Proposed signs for the Loose-Wiles Building shall comply with the general installation guidelines - wall signs should be attached to the building through the mortar joints and projecting signs shall use a single permanent mounting plate.

5.      By ordinance, approvals are valid for a period of two years from the date of the decision unless required permits are obtained and the action approved is substantially begun and proceeds in a continuous basis toward completion.  Upon written request and for good cause, the planning director may grant up to a one-year extension if the request is made in writing no later than June 25, 2021.

6.      By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval. 

B.     Historic Variance to allow for two freestanding signs.

Recommended motion: Approve the historic variance to allow for two freestanding signs on a zoning lot.  

C.     Historic Variance to allow for signage on a nonprimary building wall.

Recommended motion: Approve the historic variance to allow for seven signs on nonprimary building walls.

3.      Substance Church, 101 Grant St E, Ward 7

The Department of Community Planning and Economic Development recommends that the Heritage Preservation Commission adopt staff findings for the applications by Substance Church for the properties located at 101 E Grant St and 1325 1st Ave S:

A.     Certificate of Appropriateness.

Recommended motion: Approve the certificate of appropriateness to allow modifications to the previously approved interior alterations and exterior restoration of the landmark, subject to the following conditions:

4.      By ordinance, all approvals granted in this certificate of appropriateness shall remain in effect as long as all of the conditions and guarantees of such approvals are observed.  Failure to comply with such conditions and guarantees shall constitute a violation of this certificate of appropriateness and may result in termination of the approval.
