Recommended motion: Approve the staff report with an additional suggestion from the Planning Commission that special attention be paid to the intersection of 3rd Ave S and Washington Ave S which could set a precedent for future design of intersections in Minneapolis where two protected bicycle facilities meet.

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by Ryan Companies US, Inc.

A.   Registered land survey.

Recommended Motion: Approve the Registered Land Survey, subject to the following conditions:

1.     The Reciprocal Easement Agreement shall be recorded with Hennepin County.

2.     This RLS creates tracts that, if separately redeveloped, would not meet the requirements of the zoning and subdivision ordinance for lot frontage on a public street. Approval of this RLS does not constitute approval for the separate redevelopment of any tract if such tract does not comply with applicable subdivision ordinances.

2.    Seventeen10 RLS, 1708-1714 W Lake St, Ward 7

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by Seventeen10, LLC.

A.   Registered land survey.

Recommended Motion: Approve the Registered Land Survey application for the properties located at 1708-1714 W Lake St, subject to the following conditions:

1.     This RLS creates tracts (namely Tract B) that, if separately redeveloped, would not meet the requirements of the zoning and subdivision ordinance for lot frontage on a public street. Approval of this RLS does not constitute approval for the separate redevelopment of any tract if such tract does not comply with applicable subdivision ordinances.

2.     This action of the Planning Commission shall be recorded with Hennepin County at or prior to such time as the signed RLS is presented for recording with Hennepin County.

3.    Eagle Taxi & Limo Services, 1300 Lake St E, Ward 9

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by by Nieves Rivera of New York Plaza, LLC.

A.   Conditional use permit to allow a taxi service in an existing shopping center.

Recommended Motion: Approve the application for a conditional use permit, subject to the following conditions:

1.     The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.

2.     There shall be no parking of taxicabs or limousines outdoors, overnight.

3.     There shall be no repair of taxicabs or limousines in the parking areas on-site.

4.    Watchman’s Shelter, 240 Morgan Ave N, Ward 5

This item was continued from the February 8, 2016 meeting.

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the application by Church of Masters Love.

A.   Conditional use permit.

Recommended Motion: Continue the application for a conditional use permit to allow for an accessory overnight shelter until the March 28, 2016 city planning commission meeting.

5.    116 East Hennepin Redevelopment, 112 E Hennepin Ave, Ward 3

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Schafer Richardson.

A.   Conditional use permit to increase the maximum permitted height.

Recommended Motion: Continue the application to the March 14, 2016, City Planning Commission meeting.

B.   Variance to increase the maximum floor area ratio.

 Recommended Motion: Continue the application to the March 14, 2016, City Planning Commission meeting.

C.   Variance to reduce the required interior side yard.

 Recommended Motion: Continue the application to the March 14, 2016, City Planning Commission meeting.

D.   Variance of the PO Pedestrian Oriented Overlay District standards.

Recommended Motion: Continue the application to the March 14, 2016, City Planning Commission meeting.

E.    Site plan review.
