APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. If you plan to speak to an issue on the agenda, it is recommended that you arrive at the meeting at 4:30 or contact the assigned city staff person in advance. COMMITTEE OF THE WHOLE CONSENT AGENDA ITEMS - JANUARY 26, 2017

1.    Land Acquisition – 3100 2nd St N (Approval) 

Staff report by Rattana Sengsoulichanh

A.   Review for consistency with the Comprehensive Plan the acquisition of 3100 2nd St N for the use as a warehouse for municipal operations.

Recommended motion: Approve the staff report – the item is consistent with The Minneapolis Plan for Sustainable Growth.

ACTION ITEM1.     Approve written reasons for denial of the expansion of nonconforming use application and the site plan review application for the properties located at 2301 Elliot Ave, 912 E 24th St, 2218 10th Ave S, 2320 10th Ave S from the January 23, 2017 CPC meeting.

This item was continued from the December 5, 2016, January 9, January 23, 2017 meetings.

A.   Site plan review.

Recommended Motion: Continue the application to the February 21, 2017, City Planning Commission meeting.

2.    3446 Grand Ave S, Ward 8

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Bruce Brunner.

A.   Variance to reduce the minimum lot width.

Recommended Motion: Approve the application for a variance to reduce the minimum lot width from 40 feet to 34 feet and 35.8 feet for the two proposed lots.

B.    Variance to reduce the minimum lot area.

Recommended Motion: Approve the application for a variance to reduce the minimum lot area from 5000 feet to 4420 feet and 4654 feet for the two proposed lots.

C.   Minor subdivision to establish two lots.

Recommended Motion: Approve the application for a minor subdivision.

3.    3006 W 40th St, Ward 13

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Seyed Hossain Ziaie.

A.   Variance to reduce the minimum lot area requirement for each lot.

Recommended Motion: Approve the variance to reduce the minimum lot area requirement from 6,000 square feet to 4,897 square feet and 4,900 square feet to allow a lot division, subject to the following condition:

1.     Approval of the lot division by the Department of Community Planning and Economic Development.

B.    Variance to reduce the minimum lot width requirement for each lot.

Recommended Motion: Approve the variance to reduce the minimum lot width requirement from 50 feet to 39.2 feet for both proposed parcels to allow a lot division, subject to the following condition:

1.     Approval of the lot division by the Department of Community Planning and Economic Development.

C.   Minor subdivision.

Recommended Motion: Approve the minor subdivision.

4.    Green on Fourth Apartments, 2901 4th St SE, Ward 2

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by…

A.   Rezoning.

Recommended Motion: Approve the application for to rezone the property from the I1 Light Industrial District to the C3A Community Activity Center District.

B.    Conditional use permit to increase the maximum building height.

Recommended Motion: Approve the application to increase the maximum building height from 4 stories, 56 feet to 6 stories, 74 feet.

C.   Variance to reduce the minimum north rear yard setback.

Recommended Motion: Approve the application for a variance to the Pedestrian Overlay District standards to increase the maximum front yard setback along 4th St SE from 8 feet to 16 feet.

D.   Variance to increase the maximum south front yard setback along 4th St SE.

Recommended Motion: Approve the application for a variance to reduce the minimum rear yard setback from 15 feet to 8 feet.

E.    Site plan review to allow a new 243 unit residential building.

Recommended Motion: Approve the application for a new 243 unit residential building, subject to the following conditions:

1.     All site improvements shall be completed by March 10th, 2019 unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

2.     CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.

3.     The plant materials, and installation and maintenance of the plant materials, shall comply with sections 530.200 and 530.210 of the zoning code.

F.    Preliminary Plat to establish 3 new zoning lots.

Recommended Motion: Approve the application for a preliminary plat.

Planning Commission decisions are final on all other items unless appealed.
