APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. A.      Minor subdivision.

Recommended Motion: Approve the application for a minor subdivision.

3.       Thor HQ, 1256 Penn Ave N, 1235-43 Oliver Ave N, Ward 5

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Thor.

A.      Conditional use permit.

Recommended Motion: Approve the application to increase the maximum height from 4 stories, 56 feet, to 4 stories, 58 feet, subject to the following conditions:

1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.

B.      Site plan review.

Recommended Motion: Approve the application for a new mixed-use building, subject to the following conditions:

1.       All site improvements shall be completed by September 19, 2018, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

2.       CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.

3.       The applicant shall provide sufficient detail, such as interactive public art, landscaping, windows, entries, recesses or projections, or other architectural elements, such as a metal screen, to avoid blank walls exceeding 25 feet, along the east half of the Plymouth Ave N façade and along the Penn Ave N facade.

4.       The project shall apply with all applicable conditions of approval from the previous site plan review application, BZZ-7888.

4.       Minnehaha Crossing, 2900-2912 28th Ave S, 2913-2941 26th Ave S, Ward 2

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Minnehaha Crossing LLC.

A.      Petition to rezone the property located at 2900 28th Ave S from the C1 to C3S District.

Recommended Motion: Approve the application to rezone the properties located at 2900 28th Ave S from the C1 District to the C3S District and retaining the PO Overlay District.

B.      Petition to rezone the property located at 2941 26th Ave S from the C3A to C3S District.

Recommended Motion: Approve the application to rezone the properties located at 2941 26th Ave S from the C3A District to the C3S District and retaining the PO Overlay District.

C.      Conditional use permit.

Recommended Motion:  Approve the application to allow for a new school in the C3S District, subject to the following condition:

1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.

D.      Variance of the Pedestrian Oriented Overlay District standards.

Recommended Motion: Approve the application to allow the proposed parking lot to have more than forty (40) feet of street frontage along 29th St and 28th Ave S.

E.       Variance of the PO/Pedestrian Oriented Overlay District standard.

Recommended motion: Approve the application to allow an on-site accessory parking lot to not be located to the rear or interior side of the site.

F.       Variance to exceed the maximum off-street parking requirement.

Recommended Motion: Return the application to allow the project site to exceed their maximum on-site parking allowance.

G.     Site plan review.

Recommended Motion: Approve the application for a building addition for a new school, subject to the following conditions:

1.       All site improvements shall be completed by May 12, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance and CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.

2.       Signs or painted arrows on the pavement shall be installed noting the one-way nature of the new surface parking lot.

3.       The walkway leading from the sidewalk to the main entrance shall contain pedestrian lighting to enhance wayfinding. In addition, the proposed tall coniferous shrubs near this walkway shall be replaced with plants, shrubs, and/or trees that allow for greater visibility.

4.       The project shall provide lighting on site, at all building entrances, and along walkways that maintains a minimum acceptable level of security while not creating glare or excessive lighting of the site. In addition, evenly-spaced, pedestrian-scale building lighting shall be installed along the northern and eastern elevations, and evenly-spaced, pedestrian-scale building lighting shall also be installed along the southern elevation if can be accommodated on the applicant’s site.

5.       CPED encourages the applicant to evaluate whether the 47 bike parking spaces that are not required to be within 50 feet of the door would be better utilized on the western side of the building. CPED also encourages the applicant to provide more bike parking than the minimum requirement for the large project site.

6.       All mechanical equipment shall be screened in compliance with Section 535.70-Screening of Mechanical Equipment, and all rooftop mechanical equipment shall not exceed 14 feet in height. In addition, CPED encourages the applicant to move the transformer proposed near the front entrance to a less conspicuous location that meets setback requirements and/or provide an artistic screening of the transformer in the proposed location.

7.       Shrubs, plants, or decorative grasses shall be planted in front of the surface parking lot along 28th Ave S to help reduce the negative impact of a surface parking lot.

8.       Rock mulch and synthetic turf are not approved as a landscape material or ground cover. In addition, if approved by the Minneapolis Park Board at least three trees shall be planted in the East 29th Street boulevard, one additional trees shall be planted in the 28th Ave S boulevard in front of the surface parking lot, and an additional four trees in the public right of way in front of the play area along 28th Ave S.

5.       North Loop Office Building, 419 Washington Ave N, Ward 3

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by North Loop Partners LLC.

A.      Conditional use permit for a parking garage.

Recommended Motion: Approve the application for a principal parking garage, subject to the following conditions:

1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.

B.      Conditional use permit to increase the height of the building.

Recommended Motion: Approve the application to increase the height of the building from the permitted 10 stories or 140 feet to 13 stories or 140 feet, subject to the following condition:

1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.

C.      Site plan review.

Recommended Motion: Approve the application for a new office building, subject to the following conditions:

1.       All site improvements shall be completed by May 12, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

2.       CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.

3.       All mechanical equipment shall be screened as required by the standards of Chapter 535, Regulations of General Applicability.

4.       Refuse screening shall be provided that meets the requirements of Chapter 535, Regulations of General Applicability.

5.       The final lighting plan shall conform to the standards of Chapter 535, Regulations of General Applicability.

6.       The skyway shall be designed to meet the standards of Chapter 535, Regulations of General Applicability.

D.      Vacation.

Recommended Motion: Approve the vacation of a part of the alley in Block 22, Bradford & Lewis’s Addition to Minneapolis, subject to the retention of an easement for Comcast and CenturyLink.

6.       14th Ave & Marshall St NE, 1319, 1321, and 1327 Marshall St NE; 108 and 114 14th Ave NE, Ward 3

The Department of Community Planning and Economic Development recommends that the City Planning Commission adopt staff findings for the applications by Daniel Oberpriller.

A.      Rezoning.

Recommended Motion: Approve the application to rezone the property from C1 Neighborhood Commercial District to the C3A Community Activity Center District.

B.      Conditional use permit.

Recommended Motion: Approve the application for a conditional use permit to increase the maximum building height from 4 stories, 56 feet to 6 stories, 74 feet, subject to the following condition:

1.       The conditional use permit shall be recorded with Hennepin County as required by Minn. Stat. 462.3595, subd. 4 before building permits may be issued or before the use or activity requiring a conditional use permit may commence. Unless extended by the zoning administrator, the conditional use permit shall expire if it is not recorded within two years of approval.

C.      Variance to decrease the minimum vehicle parking requirement.

Recommended motion: Approve the application for a variance to reduce the minimum vehicle parking requirement from 55 spaces to 47 spaces.

D.      Variance to decrease the minimum loading requirement.

Recommended motion: Approve the application for a variance to reduce the minimum loading requirement from 1 small space to no loading space.

E.      Variance to decrease the minimum rear yard requirement.

Recommended motion: Approve the application for a variance to reduce the minimum rear yard requirement along the alley from 15 feet to 10 feet.

F.       Site plan review.

Recommended Motion: Approve the application for a new 110 unit residential building, subject to the following conditions:

1.       All site improvements shall be completed by May 12, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

2.       CPED staff shall review and approve the final site, elevation, landscaping, and lighting plans before building permits may be issued.

3.       The plant materials, and installation and maintenance of the plant materials, shall comply with sections 530.200 and 530.210 of the zoning code.

4.       The exterior materials specified as “wood composite” shall be replaced with a metal panel material or equivalent in order to comply with the City’s durability standards.

5.       The project shall implement landscaping and screening adjacent to the surface parking lot along the alley that meets the screening requirements in chapter 530.160 including implementing a screen that is at least 6 feet in height and not less than 95 percent opaque.

6.       The project shall implement a living wall system on the east elevation with an appropriate climbing vine or other plant materials to add visual interest to the blank wall along the alley.

7.       The applicant shall provide a final lighting plan that conforms to the standards of Chapter 535, Regulations of General Applicability.

G.     Preliminary and final plat.

Recommended Motion: Approve the application for a preliminary plat.
