Public Works

1.  2016 Alley Renovation Program: Project approval and assessment (16-00856)

1.    Passage of Resolution ordering the work to proceed and adopting special assessments in the amount of $104,205.96 for the 2016 Alley Renovation Program.

2.    Passage of Resolution requesting the Board of Estimate and Taxation authorize the City’s issuance and sale of assessment bonds in the amount of $104,210 for the program.  (Refer to WM)

2.  Contract with Hennepin Technical College for test creation and scoring (16-00857)

Authorizing an amendment to Contract No. C-40361 with Hennepin Technical College, increasing the contract by $40,000, for a revised contract total of $89,900, for creating, administering, and scoring Occupational Safety and Health Administration (OSHA) competency tests for Public Works employees.  (Refer to WM)

Action Taken: Approved and referred to WM.

3.  Contract with Ritchie Bros. Auctioneers for auction services (16-00858)

Approving a waiver of the City’s Request for Proposal policy and procedures and authorizing an amendment to Contract No. C-31030 with Ritchie Bros. Auctioneers, extending the contract to Dec. 31, 2016, and increasing the contract by $30,000, for a revised contract total of $79,900, for the sale and disposal of City-owned fleet units at public auction.  (Refer to WM)

4.  Contract with Fer-Pal Construction USA for water main reconstruction (16-00859)

Authorizing an amendment to Contract No. C-38444 with Fer-Pal Construction USA, extending the contract to Dec. 31, 2017, and increasing the contract by $448,240, for a revised contract total of $1,427,637.50, to reflect the estimated total cost of the reconstruction of existing water mains.  (Refer to WM)

Action Taken: Approved and referred to WM.

5.  Agreement for paid advertising within the Municipal Parking System (16-00860)

Authorizing negotiation with OUTFRONT Media LLC (formerly CityLites USA) to provide advertising services within City-owned parking facilities and skyways.  (Refer to WM)

Action Taken: Approved and referred to WM.

6.  37th Ave NE regional solicitation application cooperative agreement with the City of Columbia Heights (16-00866)

Authorizing a cooperative agreement and the receipt of funds from the city of Columbia Heights for the preparation of an application to the 2016 Metropolitan Council’s Regional Solicitation for Federal Transportation Funds for the reconstruction of 37th Ave NE from Central Ave to Stinson Blvd.  (Refer to WM)

7.  Contract with CDM Smith, Inc. for tunnel layout design (16-00861)

Authorizing a contract with CDM Smith, Inc. to complete the Central City Tunnel System Parallel Tunnel Layout Design at a cost not to exceed $641,420.  (Refer to WM)

8.  Pedestrian Advisory Committee (PAC): Appointments (16-00862)

Approving the following City Council appointments and reappointments to the Pedestrian Advisory Committee for terms beginning July 1, 2016, and ending June 30, 2018:  Chris Hoffer (Seat 2, Ward 7); Neal Baxter (Seat 8, Ward 8); Shaina Brassard (Seat 10, Ward 3); Christian Huelsman (Seat 11, Ward 9); Donna Hemp (Seat 12, Ward 5); Dan Herber (Seat 13, Ward 8); Justin Schmidt (Seat 14, Ward 4); and Bob Loken (Seat 15, Ward 1).

Action Taken: Approved.

9.  Bicycle Advisory Committee (BAC): Appointments (16-00863)

1.    Approving the following City Council appointments and reappointments to the Bicycle Advisory Committee for terms beginning June 1, 2016, and ending May 31, 2018:  Ciara Schlicting (Ward 1); Hilary Lovelace (Ward 2); Chris Linde (Ward 3); Nathan Pentz (Ward 4); Georgianna Yantos (Ward 5); Matthew Hendricks (Ward 6); Richard Anderson (Ward 7); Juana Sandoval (Ward 8); Elissa Schufman (Ward 9); Scott Snelling (Ward 10); Paul Frenz (Ward 11); Nick Mason (Ward 12); and Bill Dooley (Ward 13).

2.    Approving the addition of a second seat on the Bicycle Advisory Committee representing the Metropolitan Council.

Action Taken: Approved.

10. Somali Independence Day Large Block Event (16-00864)

Approving application for a large block event to be held July 9, 2016, to operate outside the hours permitted under Minneapolis Code of Ordinances, Title 17, Section 455.35c1.

Action Taken: Approved.

11. Downtown Minneapolis Transportation Management Organization (TMO): Dissolution of affiliation (16-00879)

1.    Approving the dissolution of the official City advisory component between the City of Minneapolis and the Transportation Management Organization (TMO).

2.    Directing staff to negotiate and execute professional services agreements with the Metropolitan Council and the TMO for a six month term from July 1, 2016, to Dec. 31, 2016.

Action Taken: Approved.

12. Bid for Storm Water Pump Station Rehabilitation Project (16-00878)

Accepting low bid of Lametti and Sons, Inc. (OP No. 8285) in the amount of $6,250,700 to furnish and deliver all labor, materials, and incidentals necessary for the Storm Water Pump Station Rehabilitation Phase 2 Project, and authorizing a contract for the service.  (Refer to WM)

Action Taken: Approved and referred to WM.

13. Bid for self-propelled paint striper (16-00865)

Accepting single bid of Vogel Traffic Services, Inc. (doing business as EZ-Liner Industries) (OP No. 8294) in the amount of $79,513 to furnish and deliver a self-propelled paint striper to the Public Works Fleet Division, and authorizing a contract for the service.  (Refer to WM)

14. Oversight responsibility of traffic control ordinance (16-00775)

Setting a public hearing for July 12, 2016, to consider the subject matter of an ordinance amending Title 18, Chapter 478 of the Minneapolis Code of Ordinances relating to Traffic Code: Parking, Stopping and Standing, amending the department with oversight responsibility of traffic control within the code to reflect current structure.

Action Taken: Approved.
