Public Hearing

Public Works

1.  Uptown, Dinkytown, Central Avenue, Eat Street, Stadium Village, Lowry Hill, 48th St E and Chicago Ave S, and Linden Hills Special Service Districts (non-428A districts): 2017 assessments (16-01095)

Passage of Resolution approving special services, cost estimates, service charges, and the lists of service charges for 2017 in the Uptown, Dinkytown, Central Avenue, Eat Street, Stadium Village, Lowry Hill, 48th St E and Chicago Ave S, and Linden Hills Special Service Districts (non-428A districts) and directing the City Engineer to proceed with the work.

Action Taken:  Approved.

2.  Riverine Emergency Management Model (REMM): Software agreement amendment with Pomerleau Laboratories (16-01297)

Authorizing an amendment to Standard Agreement No. C-38796 with Pomerleau Laboratories to offer the updated Riverine Emergency Management Model (REMM) software in the public domain under a General Public License (GPL). The City will retain intellectual property rights to the software under the GPL, but the software will be shared with others for the greater public good.  (Refer to WM)

Action Taken:  Approved and referred to WM.

3.  Agreement with OUTFRONT Media LLC for paid advertising within city-owned parking facilities and skyways (16-01298)

Authorizing an agreement with OUTFRONT Media LLC (formerly CityLites USA) to provide paid advertising services within the Municipal Parking System.  (Refer to WM)

Action Taken:  Approved and referred to WM.

4.  Amendment to ABC Parking Ramps management agreement with the Minnesota Department of Transportation (16-01299)

Authorizing Amendment No. 3 to Agreement No. 66310 with the Minnesota Department of Transportation (MnDOT) to have a portion of the land located behind Ramp C added to the facilities that are subject to the Management Agreement Exhibit A (“Ramp C Adjunct Area”).

Action Taken:  Approved.

5.  Federal Highway Safety Improvement Program (HSIP): Funding and Agreements (16-01300)

1.   Authorizing acceptance of Federal Highway Safety Improvement Program grant funds in the amount of $4,858,226 for three traffic signal and safety projects, pursuant to Minnesota Department of Transportation (MnDOT) Agency Agreement No. 99903.

2.   Authorizing agreement(s) with Hennepin County not to exceed $460,000.

3.   Passage of Resolution amending the Five Year Capital Resolution to reflect grant funding and County State Aid revenues, and adjusting Net Debt Bond and Municipal State Aid appropriation and revenue to provide local match funding for the grant.

4.   Passage of Resolution amending the bond resolution requesting concurrence of the Board of Estimate and Taxation in the reallocation of unissued Net Debt Bonds for signals in the Traffic Safety Program.  (Refer to WM)

6.  4th St N/4th St S Reconstruction Project: Engineering and design services contract with Bolton & Menk, Inc. (16-01301)

Authorizing negotiation and execution of a contract with Bolton & Menk, Inc. in response to the City’s Request for Proposals (RFP) for engineering and design services for the 4th St N/4th St S Reconstruction Project (from 2nd Ave N to 4th Ave S).  (Refer to WM)

Action Taken:  Approved and referred to WM.

7.  Minneapolis Street Naming and Address Standards: Policy Update (16-01302)

Approving an update to the Minneapolis Street Naming and Address Standards to establish a policy for commemorative street naming.

Action Taken:  Approved.

8.  Temporary easement/agreement to establish an “L” alley at 43rd St W and Upton Ave S (16-01303)

Authorizing negotiation of a temporary easement/agreement with the owner of the property located at 2813 43rd St W for the purpose of creating an “L” alley south of 43rd St W and west of Upton Ave S.

Action Taken:  Approved.

9.  St. Anthony Pkwy Bridge Project: Easement extension, railroad agreement, and parking restrictions (16-01304)

1.   Authorizing amendment to the temporary construction easement with G & G Real Estate LLC at 81 St. Anthony Pkwy, extending the easement duration until Oct. 1, 2017, at a cost of $3,000.

2.   Authorizing an agreement with Canadian Pacific Railroad for the purpose of upgrading the Canadian Pacific California St NE grade crossing at an estimated cost of $46,765.05.

3.   Passage of Resolution directing the City Engineer to establish parking restrictions on California St NE between 31st Ave NE and St. Anthony Pkwy per the City Council approved layout.  (Refer to WM)

10. Van White Memorial Boulevard: Right-of-way dedication (16-01305)

Authorizing the proper City officers to execute and record the Declaration of Right-of-Way for Van White Memorial Boulevard (Linden Ave W to 2nd Ave N).

Action Taken:  Approved.

11. Zombie Pub Crawl Block Event Permit: Oct. 15, 2016 (16-01306)

Approving application of Zombie Productions, LLC, for a Large Block Event Permit to allow the Zombie Pub Crawl to be held on Oct. 15, 2016, and to operate outside the hours permitted under Minneapolis Code of Ordinances, Title 17, Section 455.35c1.

Action Taken:  Approved.

12. Sanitary Sewer Service Availability (SAC) charges:  Setting public hearing for Oct. 25, 2016 (16-01307)

Setting a public hearing for Oct. 25, 2016, to consider the assessment of fees for Sanitary Sewer Service Availability Charges (SAC) that remain unpaid.

Action Taken:  Approved.

13. Sidewalk repair and construction assessments:  Setting public hearing for Oct. 25, 2016 (16-01308)

Setting a public hearing for Oct. 25, 2016, to consider assessments for sidewalk repair and construction charges that remain unpaid.

Action Taken:  Approved.

14. Snow and ice removal from public sidewalk assessments: Setting public hearing for Oct. 25, 2016 (16-01309)

Setting a public hearing for Oct. 25, 2016, to consider assessments for snow and ice removal from public sidewalks.

Action Taken:  Approved.

15. Bid for Fridley Softening Plant Re-carbonation Improvements Project (16-01310)

Accepting low bid of Rice Lake Construction Group (OP No. 8326) in the amount of $4,018,200 to furnish and deliver all labor, materials, and incidentals necessary for the Fridley Softening Plant Re-carbonation Improvements Project for the Public Works Water Treatment and Distribution Division and authorizing a contract for the project.  (Refer to WM)

Action Taken:  Approved and referred to WM.

16. Bid for revised signal systems and pedestrian curb ramp improvements (16-01311)

Accepting low bid of Ti-Zack Concrete, Inc. (OP No. 8334) for in the amount of $4,063,047 to furnish and deliver all labor, materials, and incidentals necessary for the construction of 24 revised signal systems and pedestrian curb ramp improvements for the Public Works Traffic and Parking Services Division, and authorizing a contract for the services.  (Refer to WM)

Action Taken:  Approved and referred t WM.

17. Bid for pre-formed cellular concrete (16-01312)

Accepting single bid of Cellular Concrete, Inc. (OP No. 8336) for an estimated annual expenditure of $74,200 to furnish and deliver all labor, materials, and incidentals necessary for placing pre-formed cellular concrete from Nov. 1, 2016, through March 31, 2019, for the Public Works Surface Water and Sewer Division, and authorizing a contract for the service.  (Refer to WM)

Action Taken:  Approved and referred to WM.

18. Bid for pedestrian countdown timer (16-01313)

Accepting low bid of Taylor Electric Company (OP No. 8337) in the amount of $148,500 to furnish and deliver all labor, materials, and incidentals necessary for the construction of Minneapolis pedestrian countdown timer for the Public Works Traffic and Parking Services Division, and authorizing a contract for the service.  (Refer to WM)

Action Taken:  Approved and referred to WM.
