1.  Non-governmental tax exempt parcel street light operations fee: 2017 assessments (16-01496)

Passage of Resolution adopting the assessments, levying the assessments, and adopting the assessment roll for the 2017 street light operations fee assessment.

Action Taken:  Approved.

2.  Non-governmental tax exempt parcel street maintenance: 2017 assessments (16-01497)

Passage of Resolution adopting the assessments, levying the assessments, and adopting the assessment roll for the 2017 street maintenance assessment.

Action Taken:  Approved.

3.  Andersen School Pedestrian Crossings and Bikeway Project:  Layout approval and grant acceptance (16-01498)

1.   Approving the layout for Andersen School Pedestrian Crossings and Bikeway Project.

2.   Accepting a Federal Transportation Alternatives Program (TAP) Grant for Safe Routes to School Funds through the Minnesota Department of Transportation (MnDOT) in the amount of $603,200.

3.   Passage of Resolution amending the Five Year Capital Resolution to establish the Andersen School Pedestrian Crossings and Bikeway Project and approving appropriation of funds to the Public Works Department.  (Refer to WM)

Action Taken: Approved and referred to WM.

4.  Funding agreement with Mississippi Watershed Management Organization for Southeast Watershed Modeling Project (16-01500)

Authorizing a funding agreement with Mississippi Watershed Management Organization (MWMO) for the Southeast Watershed Modeling Project with funding provided by MWMO in an amount not to exceed $97,500.  (Refer to WM)

Action Taken:  Approved and referred to WM.

5.  Southwest Light Rail Transit Project: Subordinate Funding Agreement No. 1 (16-01501)

Authorizing Subordinate Funding Agreement (SFA) No. 1 with the Metropolitan Council to reimburse the City a not-to-exceed amount of $50,416 for costs incurred for design services by the Water Treatment and Distribution Services Division pertaining to the relocation of City of Minneapolis watermain infrastructure in conjunction with the Southwest Light Rail Transit Project.

Action Taken:  Approved.

6.  49th Ave N and Queen Ave N Bridges over Shingle Creek Project: Contract amendment with PCI Roads, LLC (16-01502)

Authorizing an amendment to Contract No. C-40807 with PCI Roads, LLC, increasing the contract by $6,816.60, for a revised contract total of $112,038.60, to complete construction of the 49th Ave N and Queen Ave N Bridges over Shingle Creek.  (Refer to WM)

Action Taken:  Approved and referred to WM.

7.  Northern Lights Express: Joint Powers Agreement amendment (16-01503)

Authorizing an amendment to the Northern Lights Express (NLX) Joint Powers Agreement to allow Superior, Wisconsin, to join the Minneapolis-Duluth/Superior Passenger Rail Alliance.

Action Taken:  Approved.

8.  Sanitary Sewer Cleaning: Contract amendment with Sewer Services, Inc. (16-01504)

Authorizing Amendment No. 1 to Contract No. C-40628 (OP No. 8214) with Sewer Services, Inc., increasing the contract  by $44,007.50, for a revised contract total of $392,043.50, for construction change orders to complete the cleaning of the sanitary sewer system throughout the city.  (Refer to WM)

Action Taken:  Approved and referred to WM.

9.  2016 Levy of various Public Works Department special assessments (16-01505)

Passage of Resolution levying various 2016 Public Works Department special assessments and adopting the assessment rolls.

Action Taken:  Approved.

10. Uniform Assessment Rates: Establishing 2017 rates (16-01506)

Passage of Resolution establishing the 2017 street construction, street renovation and concrete rehabilitation, street resurfacing, and alley construction and resurfacing Uniform Assessment Rates.

Action Taken:  Approved.

11. 2016 Traffic Zones, Restrictions and Controls (16-00606)

Receiving and filing a report of approved and implemented quarterly items for traffic zones, restrictions, and controls for the third quarter of 2016.

Action Taken: Received and filed.

12. Bid for Parking Ramp Intercom Systems Project (16-01507)

Accepting low bid of Electronic Communication Systems, LLC (OP No. 8348) in the amount of $253,413 to furnish and deliver all labor, materials, and incidentals necessary for the Parking Ramp Intercom Systems Project for the Public Works Traffic and Parking Services Division, and authorizing a contract for the project.  (Refer to WM)

Action Taken: Approved and referred to WM.

13. Glenwood Ave N Reconstruction Project: Layout approval and variance request (16-01508)

1.   Passage of Resolution approving the Hennepin County Department of Transportation’s layout, dated Oct. 17, 2016, for the Glenwood Ave N Reconstruction Project between Market St to 10th St N.

2.   Passage of Resolution supporting Hennepin County’s formal request for a variance from Minnesota State Aid (MSA) to allow one moving traffic lane along Glenwood Ave N between Royalston Ave and 10th St N.

Action Taken: Postponed to Transportation & Public Works Committee meeting of Nov. 29, 2016.
