APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by David and Kristin Witt.

A.      Variance to increase the maximum allowed amount of impervious surface.

Recommended Motion: The application for a variance to increase the maximum allowed impervious surface from 60 percent to 65.7 percent to allow a swimming pool has been withdrawn.

2.       3622 52nd St W, Ward 13

Staff report by Mei-Ling Smith, PLAN 4026

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Neil Theisen of Theisen Renovations.

A.      Variance to reduce the front yard requirement.

Recommended Motion: Approve the application for a variance to reduce the front yard requirement along Drew Avenue S from 23.8 feet to between 14.8 and 15.2 feet to allow a second-story addition, subject to the following conditions:

1.       CPED staff shall review and approve the final site plans, floor plans, and elevations before building permits may be issued.

2.       The applicant shall provide a demolition plan and, if applicable, obtain the appropriate zoning approvals to allow a new residential structure with up to four (4) dwelling units.

3.       2439 Logan Ave N, Ward 5

Staff report by Michael Wee, PLAN 4263

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Thomas Lovrien.

A.      Variance to allow parking within 6 feet of the habitable space of a dwelling.

Recommended Motion: Approve the application for a variance to build a detached garage 3 feet from an existing dwelling, subject to the following conditions:

1.       Meet the requirements of Building Code for wall materials for fire rating purposes.

2.       The detached garage shall not have an overhang closer than 3 feet to the dwelling or closer than 6” to the interior property line on the west.

3.       CPED staff shall review and approve the final site plan, floor plans, and elevations before building permits may be issued.

4.       All site improvements shall be completed by June 8, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for noncompliance.

B.      Variance to allow a detached garage that is not entirely to the rear of the principal residential structure. 

Recommended Motion: Approve the application for a variance to build a detached garage that is not located entirely to the rear of the principal structure, subject to the following conditions:

1.       CPED staff shall review and approve the final site plan, floor plans, and elevations before building permits may be issued.

2.       All site improvements shall be completed by June 8, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for noncompliance.

4.       64 Groveland Terrace, Ward 7

Staff report by Mei-Ling Smith, PLAN 4195

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by James W. A. Ladner and Tracy Van Steenburgh.

A.      Variance to allow construction of an addition.

Recommended Motion: Approve the variance to allow development within 40 feet of a steep slope in the SH Shoreland Overlay District.

5.       4109 Clinton Ave, Ward 8

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Phil Trebatoski and Tara Trnka.

A.      Variance.

Recommended motion: Deny the variance to reduce the interior side yard setback from five feet to 3.3 feet for an open, covered, front porch.

B.      Variance.

Recommended motion: Deny the variance to reduce the interior side yard setback from five feet to approximately 3 feet for a planter box.
