APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. 1.       2740 Humboldt Ave S, Ward 7

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Jim Stremel.

A.      Variance to allow a fourth dwelling unit.

Recommended motion: Approve the application for a variance to allow an addition of a fourth dwelling unit on a lot less than 5,000 square feet in area in R5 district, subject to the following conditions:

1.       CPED staff shall review and approve the final site plans, floor plans, and elevations before building permits are issued.

2.       All site improvements shall be completed by September 14, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

2.       2604 Cromwell Ct, Ward 13

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Richard Knapp.

A.      Variance to the front yard setback.

Recommended motion: Approve the application for a variance to reduce the required front yard setback from 25 feet to 24.7 feet for an addition to the existing tuck under garage, subject to the following conditions:

1.       The applicant shall provide an erosion control plan for review and approval by City staff prior to the issuance of permits.

2.       Approval of administrative site plan review application and final site and construction plans by the Department of Community Planning and Economic Development.

3.       All site improvements shall be completed by September 14, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

B.      Variance to allow development within 40 feet of a steep slope in the Shoreland Overlay district.

Recommended motion: Approve the application for a variance to allow development within 40 feet of the top of a steep slope in the SH Shoreland Overlay District to allow for a 2nd story addition, deck, patio and stairs, subject to the following conditions:

1.       The applicant shall provide an erosion control plan for review and approval by City staff prior to the issuance of permits.

2.       Approval of administrative site plan review application and final site and construction plans by the Department of Community Planning and Economic Development.

3.       All site improvements shall be completed by September 14, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.       4001 Queen Ave S, Ward 13

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Randy Buffie, on behalf of Jim Ridens.

A.      Variance.

Recommended motion: Return the application for a new deck within 40 feet of a steep slope in the SH

Shoreland Overlay District.

4.       5400 Washburn Ave S, Ward 13

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Amy Narum.

A.      Variance to decrease the front yard setback.

Recommended motion: Approve the application for a variance to reduce the minimum front yard adjacent to Washburn Ave S from 28.3 feet to 23.6 feet for a pergola and 13.2 feet for a patio, subject to the following conditions:

1.       Approval of the final site plan by the Department of Community Planning and Economic Development.

2.       All site improvements shall be complete by September 14, 2019, unless extended by the Zoning Administrator, or the permit shall be revoked for noncompliance.

B.      Variance to increase fence height.

Recommended motion: Approve the application for a variance to increase the height of a fence in the required front yard adjacent to Washburn Ave S from 3 feet to 6 feet, subject to the following conditions:

1.       Approval of the final site plan by the Department of Community Planning and Economic Development.

2.       All site improvements shall be complete by September 14, 2019, unless extended by the Zoning Administrator, or the permit shall be revoked for noncompliance.

C.      Variance to decrease the front yard setback.

Recommended motion: Deny the application for a variance to reduce the minimum front yard adjacent to 54th St W from 35 feet to 23.5 feet for a deck.

5.       2820 Victory Memorial Drive, Ward 4

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Kurt Ebner.

A.      Variance.

Recommended motion: Approve the application to reduce the reverse corner front yard setback from 25.1 feet to 16.5 feet for the construction of an attached garage, subject to the following conditions:

1.       Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

2.       All site improvements shall be completed by September 14, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.       The applicant shall follow best management practices as necessary to keep any disturbed soil from leaving the site.
