APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. 1.       Jefferson Community School, 1200 26th St W,  Ward 10

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Minneapolis Public Schools.

A.      Variance.

Recommended motion: Approve the application for a variance to the standards related to on-site

accessory parking in the PO, Pedestrian Oriented Overlay district, subject to the following conditions:

1.       All site improvements shall be completed by December 14, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

2.       Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

3.        A landscaped yard with landscaping a minimum of three feet in height and 60 percent opaque shall be maintained between the parking area and Hennepin Ave at all times.

2.       3920 Thomas Ave S,  Ward 13

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Alissa Luepke Pier, on behalf of Peter Crain.

A.      Variance to the maximum floor area ratio.

Recommended motion: Approve the application for a variance to increase the maximum Floor Area

Ratio (FAR) from .5 to .66., subject to the following conditions:

1.       Approval of administrative site plan review application and final site and construction plans by the Department of Community Planning and Economic Development.

2.       All site improvements shall be completed by December 14, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

B.      Variance to allow a curb cut where there is alley access.

Recommended motion: Return the application for a variance to permit curb cut access to the street for a property where an alley serves a single-family dwelling.

3.       ASI Trash Enclosure,  2600-2636 Park Ave, Ward 6

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by American Swedish Institute.

A.      Variance to the front yard setback requirement.

Recommended motion: Deny the application for a variance to the front yard setback along Oakland Ave from 15 to 9.6 feet.

4.       Cedar High Apartments Fencing, 620 & 630 Cedar Ave S and 1611 & 1627 6th St S,  Ward 6

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Kent Simon.

A.      Variance to increase the height of an ornamental fence.

Recommended motion: Approve the application for a variance to increase the maximum height of an ornamental fence in the required front yard along 6th St S from 4 feet to 6 feet, subject to the following conditions:

1.       CPED staff shall review and approve the final site plans.

2.       All site improvements shall be completed by December 14, 2019, unless extended by the Zoning Administrator, or the permit be revoked for noncompliance.

5.       621 Upton Ave S,  Ward 7

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by John Thomas.

A.      Variance to interior side setback requirements.

Recommended motion: Return the application for a variance to decrease the interior side yard to 1.5 feet.

6.       2809 N Wayzata Blvd,  Ward 7

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by David Hanks.

A.      Variance.

Recommended motion: Approve the application to reduce the front yard setback from 15 feet to 11 feet, subject to the following conditions:

1.       Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

2.       All site improvements shall be completed by December 14, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

B.      Variance.

Recommended motion: Approve the application to reduce the west interior side yard setback from 7 feet to 1 foot, subject to the following conditions:

1.       Approval of the final site, elevation and floor plans by the Department of Community Planning and Economic Development.

2.       All site improvements shall be completed by December 14, 2019, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.
