CALL TO ORDER

APPROVAL OF AGENDA

The Zoning Board of Adjustment approved the actions from the August 22, 2019 meeting.

PUBLIC HEARING

1.      1921 Drew Ave S, Ward 7

Staff report by Alex Kohlhaas, PLAN8928

The Zoning Board of Adjustment adopted staff findings for the applications by Paul Smith for the property located at 1921 Drew Ave S:

A.     Variance.

Motion: Approved the variance to construct a rear deck and enclosed porch for a single-family dwelling within 40 feet of the top of a steep slope in the SH Shoreland Overlay District, subject to the following conditions:

1.      Approval of final site, elevation, and floor plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by September 12, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for noncompliance.

3.      The applicant shall submit an erosion control plan along with the building permit application demonstrating best management practices.

4.      Erosion control measures shall be implemented prior to construction and shall remain in place until construction is complete.

Motion: Approved the variance to reduce the required interior side yard setback from six feet to five feet for the construction of a new single-family home, subject to the following conditions:

1.      Approval of administrative site plan review application and final site and construction plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by September 12, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

Motion: Approved the variance to reduce the front yard setback adjacent to Edgewater Boulevard from 59.5 feet to 41 feet, subject to the following conditions:

1.      Approval of the final site and elevation plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by September 12, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for noncompliance.

B.     Variance to reduce the front yard setback adjacent to 14th Avenue South.

Motion: Approved the variance to reduce the front yard setback adjacent to 14th Avenue South from 33.8 feet to 8.3 feet, subject to the following conditions:

1.      Approval of the final site and elevation plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by September 12, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for noncompliance.

1.      Approval of the final site, elevation, and floor plans by the Department of Community Planning and Economic Development. 

2.      All site improvements shall be completed by September 12, 2021 unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

Motion: Approved the variance for a reduction to the side yard setback, subject to the following conditions:

2.      All site improvements shall be completed by September 12, 2021 unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

The Zoning Board of Adjustment added an additional condition to staff findings before approving the applications by Anchor Builders for the property located at 4205 Washburn Ave S:

A.     Variance to increase the floor area ratio.

Motion: Approved the variance to increase floor area ratio above 0.5, subject to the following conditions:

1.      Approval of the final site, elevation, and floor plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by September 12, 2021 unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.      Not more than 23% of the perimeter of the first floor shall be exposed more than 42 inches above adjacent grade.

Aye: Johannessen, Ogiba, Sandberg, and Saufley 

B.     Variance to increase the height in stories.

Motion: Returned the variance to increase height of a single-family residence to 3 stories.
