APPROVAL OF ACTIONS FROM THE OCTOBER 24, 2019, MEETING

APPROVAL OF AGENDA

The commission may take action on items as part of a consent agenda at the beginning of the meeting. In these instances, the commission president will open the public hearing at the beginning of the meeting and will ask whether anyone would like to provide testimony or express concerns about items recommended for the consent agenda. If you plan to speak to an issue on the agenda, it is recommended that you arrive at the meeting at 4:30 or contact the assigned city staff person in advance. 1.      321 8th St S and 901 3rd Ave S, Ward 7

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Nate Zimmerman-Enger of ESG Architecture, on behalf of Ameriprise Financial and Energy Center Minneapolis LLC, for the properties located at 321 8th St S and 901 3rd Ave S:

A.     Variance to the development standards for skyways.

Recommended motion: Approve the variance to allow a skyway that does not connect on the second floor of a building, subject to the following conditions:

1.      Approval of administrative skyway application and final construction plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by November 7, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance. 

B.     Variance to the development standards for skyways.

Recommended motion: Approve the variance to allow a skyway that does not run perpendicular to the public street it crosses, subject to the following conditions:

1.      Approval of administrative skyway application and final construction plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by November 7, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

C.     Variance to the development standards for skyways.

Recommended motion: Approve the variance to allow a skyway that is not designed to be horizontally level to the street, subject to the following conditions:

1.      Approval of administrative skyway application and final construction plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by November 7, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

2.      3124 E Minnehaha Pkwy, Ward 12

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Will Spencer for the property located at 3124 E Minnehaha Pkwy.

A.     Variance to reduce the reverse corner side yard setback along 32nd Avenue South.

Recommended motion: Approve the variance to reduce the reverse corner side yard along 32nd Avenue South from 28.5 feet to 8 feet, subject to the following conditions:

1.      Approval of the final site, elevation, and floor plans by the Department of Community Planning and Economic Development. 

2.      All site improvements shall be completed by November 7th, 2021 unless extended by the Zoning Administrator, or the permit may be revoked for non-compliance.

3.      2105 49th St W, Ward 13

The Department of Community Planning and Economic Development recommends that the Zoning Board of Adjustment adopt staff findings for the applications by Pamela Vance for the property located at 2105 49th St W:

A.     Variance.

Recommended motion: Approve the variance to reduce the reverse corner front yard setback adjacent to Newton Avenue South from 13.4 feet to ten feet for a detached garage, subject to the following conditions:

1.      Approval of the final site and garage plans by the Department of Community Planning and Economic Development.

2.      All site improvements shall be completed by November 7, 2021, unless extended by the Zoning Administrator, or the permit may be revoked for noncompliance.
