Managing Attorney Timothy Skarda in the Civil Division nominated Bates for raising the team’s standards and setting a positive example with her hard work and pleasant approach:

“Bates always has a smile on her face, says hello and waves to her coworkers in the hallway. Attorneys request her assistance on the most difficult and complex cases.

“Bates steps up without complaint to help others. Just yesterday, we had a project that required submitting more than 100 exhibits to the court online. The system is glitchy and difficult to use. When a panic arose, Bates took over to supervise and coordinate, greatly reducing stress levels for attorneys and coworkers.

“Bates is not 'flashy.' By that, I mean that she does not self-promote or tell others how good she is or how hard she works or how well she is liked. She has never said, 'I did it last time — your turn.' She works smoothly and quietly.

“Bates assumes tasks and work that are not specifically assigned to her. By taking on tasks, others see how to operate as a team and how to delve into all aspects of a project. She does not just do what she is asked but figures out the 'how' and 'why.' In an ongoing high profile case, she organized materials in anticipation of future needs. She does not just complete a project, but follows leads to discover what is needed, not just what is being asked for. Others see what and how things can be done and follow her lead.

“Bates is a leader in adopting new litigation technology and familiarizing herself with its operation from our TrialDirector presentation software to new Police Department body camera software. She certainly is not stuck with past practices or procedures but quickly and enthusiastically adopts the new and shares her expertise with all others. Through her contacts with other departments she learns when policies and procedures change and keeps everyone informed of those changes. She can be counted on to know what to do and how to do it.”
