Sean Skibbie named new director of Contract Compliance
Sean Skibbie is the new director of Contract Compliance for the Department of Civil Rights.
Contract Compliance ensures that City projects and contracts include women, minority and low-income workers, and businesses that pay workers according to labor and employment laws. Skibbie will manage a staff of nine in the division.
Skibbie brings the City more than seven years of experience in compliance. Most recently he worked as the small-business contracting supervisor at the Minnesota Department of Transportation’s (MnDOT) Office of Civil Rights, with compliance oversight of publicly funded contracts totaling approximately $3 billion a year. In this role, he improved monitoring practices on projects and initiated procurement changes to increase small business participation. He also spent time at MnDOT enforcing prevailing wage requirements.
Skibbie’s experience includes service as the contract compliance officer for the Alaska Department of Transportation, overseeing implementation and compliance in its Disadvantaged Business Enterprise and Equal Employment Opportunity programs. His professional career began as a small-business owner, operating a Minnesota-based painting company.
Skibbie received his undergraduate degree from the University of Minnesota and his law degree from William Mitchell College of Law. He is licensed to practice in Minnesota.
In his free time, Skibbie enjoys being outdoors and spending time with family. He is an avid runner and has participated in two Twin Cities Marathons. He lives in south Minneapolis with his wife, Vang, and has three daughters.
