MPD HIGHLIGHTS for the week of 15-21 April, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 10%.

MPLS has had 11 homicides this year to date. This is a 39% decrease from 18 homicides at this time in 2007.

Robberies fell by 23% this week to date, making the year-to-date decrease 7% lower than in 2007.

Aggravated assaults are 14% lower in this year-to-date period.

Rape has decreased by 3% this year.

Total property crimes decreased by 13% in this year period.

242 weapons have been recovered this year, 18 this week.

15th/Chicago Av: Officers responded to Suspicious Person call, later updated to Person with Gun; victim, witness stated that suspect attempted to get into their vehicle, appeared armed; victim sped away, called police; officers located suspect, positively identified by victim, witness: Arrested/ATTEMPTED AUTO THEFT

1000 blk 13th SE:

Victim flagged down officers to report that he was robbed of $2K while attempting to purchase marijuana; officers did search of area, recovered loaded .40 cal handgun, $2K. from inside nearby residence: Arrested/ AGGRAVATED ROBBERY

16th Av S/19th Av E: 

Officers responded to location on report of “one down,” person without pulse; EMS personnel were already attending to victim; officers talked with 3 people that were with victim; 1 person stated that victim and another had been physically fighting in her vehicle as they were driving, victim fell asleep after fight, quit breathing; victim had numerous medical conditions, had been drinking; man died at scene

2200 blk Irving Av N: Caller reported several shots fired into his house, observed several suspects running into adjacent home: officers gained entry, discovered 6 suspects with known gang affiliation, age 16-22, 2 rifles, 2 shotguns; photographed, identified; no arrests

Lake St/Pillsbury Av S: Victim approached by suspects midmorning, asked to buy 2 cell phones, but victim told suspects that he had no money; suspects told him that he had credit card,  demanded money, threatened to kill him; 2 suspects pointed out to officers at 31st/Blaisdell, taken into custody after positively identified by victim: 2 Arrested/

unknown trouble call, arrived they met with suspect, who fit description of suspect involved with Criminal Sexual Conduct in area; suspect identified by victim: Arrested/ CRIMINAL SEXUAL CONDUCT

27th Av S/ Lake St: Just after 2 am, man walked into 3rd PCT to report he had been shot; victim stated he was walking home with 2 friends when they encountered 2 men who argued with him, others told victim to leave because it their gang turf, other men left, but returned short time later in green Ford F-150, and fired shots; victim shot once, upper left leg; transported to HCMC with non-life-threatening injury; officers unable to locate crime scene or independent witnesses

30th/Upton: Community Response Team Officers conducted traffic stop of suspected drug supplier, recovered 79 grams marijuana, $880, vehicle; led to warrant in Brooklyn Park which yielded 370 grams cocaine, $27K: 4 Arrested/ NARCOTICS

40th/Xerxes: Caller reported several juveniles prowling around neighborhood at 3 am; officers spotted 2 teens on bikes in area; officers, stoppped them, cited, released for curfew; approx half hour later, officers called to burglary in progress: 41st/Zenith; suspects still in house; resident told to lock himself in bedroom while K-9 officers enter; K-9 located suspect hiding under bed, but suspect refused to cooperate; burglary tools, item reported stolen from

Investigating: ROBBERY of BUSINESS: 1300 E Franklin: Victim, 2 other clerks were in discount store when suspect entered, began striking victim with large stick while announcing robbery; suspect went behind counter, where he unsuccessfully tried to open cash register; suspect fled; during incident at 11th/ E Franklin on 16 Apr, witness saw police chasing suspect, recognized him from attempted business robbery; suspect arrested for felony theft; witness subsequently identified suspect; case will be submitted to the county atty’s office for charging

Arrested: THEFT from PERSON: 1100 blk Franklin: Victim, boyfriend were waiting for bus when suspect entered shelter, snatched victim’s bag containing cash, credit cards; incident witnessed by JCAT; officers chased suspect until apprehended at 13th/ E Franklin; suspect also connected to attempted robbery described

Arrested: ROBBERY of BUSINESS: 6th/Hennepin: victim/student at Dunwoody Institute, was waiting for bus when suspect entered bus shelter, threatened victim with bodily harm if he didn’t give him cash; victim complied, suspect left; victim called 911; officers located, apprehended suspect

Arrested: AGGRAVATED ROBBERY: 3400 blk Chicago: Victim walking to the store when confronted by 2 suspects, 1 armed with handgun; after robbery announced, victim struggled with suspect, which resulted in victim being shot left shoulder; when victim fled, suspect fired twice more at victim, but gun failed to fire; officers set up perimeter, searched area; information the 3rd Pct CRT led Sgt Robbery Unit to identify suspect, who was brought in for questioning, subsequently confessed

Arrested: CRIMINAL SEXUAL CONDUCT-RAPE: 2900 4th St N: Officers investigated several incidents of sexual contact with 3 juvenile family members that had occurred over past 7 yrs; suspect confessed to incidents;

Arrested: DOMESTIC ASSAULT/ASSAULT of OFFICER: 100 Logan Av N: Officers observed suspect assaulting victim; officers attempted to arrest suspect, struggle ensued, officer injured, exposed to suspect’s blood; suspect apprehended

Investigating: DOMESTIC ASSAULT/ASSAULT of OFFICER: 1700 Dupont Av N: Officers investigated case found Level 3 Predatory Sex Offender living with grandchildren; 6-yr old disclosed being victimized by suspect; suspect arrested, charged with Failure to Comply as Registered Sex Offender; investigation has revealed additional suspects/victims

Investigating: ASSAULT: 5900 Nicollet: Victim confronted by suspect with knife because he was “on his turf”

Juvenile Criminal Apprehension Team (JCAT): Officers checked 38 addresses; 12 arrested

Cited: 20 truant; 28 curfew: 10 low level offenses

Processed: Field Operations processed 16 scenes; Forensic Garage processed 9 vehicles; Computer Forensics completed 7 cases; Firearms/Tool marks completed 22 cases

MPD/ATF Weapons Task Force

Investigating: 9 cases assigned, 18 arrested; many cases involved felons/documented gang members; 8 cases presented for charging; 5 cases were charged; 2 cases awaiting charges; 1 case was deferred; 1 case remains open ; 1 historical weapons case was presented to and charged by the Mpls City Atty's Office

Motor Vehicle Theft Program

Bait vehicles deployed last week with activation in 3rd Precinct; 1 person, the driver, was arrested, charged in custody with felony motor vehicle theft; other person was released during Judicial Review and Hennepin Co Atty's Office considering charges against passenger; if charges are declined, case will be presented to the Mpls City Atty's Office for consideration of charges

Special Operations Division

SOD Patrol: Answered/initiated 366 calls; made 50 suspicious vehicle/person stops, 157 traffic stops; made 44 misdemeanor arrests, 8 felony arrests; SOD Officers made suspicious stop at 26th/Penn, observed loaded pistol grip shotgun in vehicle, arrested lone driver;  While conducting proactive patrol at 38th/Clinton S, SOD officers stopped suspicious vehicle, recovered large amount crack cocaine, marijuana

Warrant Team: Executed 3 warrants and 3 high risk narcotics details this week; arrested 10 for felony charges , 14 misdemeanor arrests, small caliber handgun, sawed-off shotgun, 9mm pistol recovered

Traffic Unit: Officers made 628 stops, issued 654 citations, made 54 arrests; officers also investigated 26 accidents, 4 squad accidents

K9 Unit: K9 team assisted 3rd pct officers chasing burglary suspect; K9 tracked, located suspect hiding in garage in 2600 blk of 18th Av; K9 teams assisted 4th pct officers with prowler in 2900 blk Bryant Av S; after foot chase, 2nd K9 team tracked suspect to house, located suspect hiding in attic; K9 assisted 4th pct officers chasing suspect on foot in area of Glenwood/Penn Avs N; K9 tracked, located the suspect hiding in wooded area

Bomb Unit: Conducted investigation into explosion caused by chemical bomb, case presented to the Hennepin Co Attys Office for consideration of charges against 2 individuals

Support Services

Processed: 891 Property Inventories; 502 Booking Sheets processed; reviewed, processed 1204 gun registration cards into database; 2nd bike auction of year took in over $6,900

CODEFOR PATTERNS & ACTIONS (no meeting held this week)

1st Precinct: Violent crime fell by 76% this week and by 8% this year to date. Property crimes overall are lower this year to date by 14%.

2nd Precinct: Total violent crime fell by 45% this week, keeping the violent crime rate lower for the year by 29%. Overall property crime remains lower over last year by 37%. Officers made almost 10% more arrests this year for violent crimes and nearly 22% more total arrests.

3rd Precinct: Overall violent crime increased 39% this week. Officers noted an unusual case of robbery in Stewart Park: Officers apprehended a 15-year-old robbery suspect who robbed an 8-year-old girl at knife point for her bike. Property crime decreased by 17% this week.

4th Precinct: Violent crime totals remain lower by 19% than during this timeframe in 2007. Overall property crimes continue to be about 25% lower over last year.

5th Precinct: The number of reported rapes and robberies have increased in this year-to-date period, pushing up the overall violent crime rate almost 5% higher than 2007. Property crime remains lower by 11% this year over last.
