MPD HIGHLIGHTS for the week of 20-26 May, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 12%.

MPLS has had 13 homicides this year to date. This is a 41% decrease from 22% homicides at this time in 2007.

Robberies decreased by 34% this week. The year-to-date decrease is

12% compared to 2007.

Aggravated assaults are 11% lower in this year-to-date period.

Rape has decreased by 15% this year.

Total property crimes decreased by 12% in this year period.

331 weapons have been placed into evidence this year, 13 this week.

5400 blk Bossen Ter S: Squads dispatched to shooting in Bossen Park; victim located with non-life-threatening gunshot wound to leg told officers he was in park when shot at by group, but would not provide any other information, made statements of possible retaliation; officers unable to locate crime scene; shots damaged property in 5700 blk Bossen Terrace, but appeared to be unrelated

Humboldt/Ohm Avs N: Officer responded to Person with Gun call, saw 2 men hiding in bushes, then run across crowded playground at Phyllis Wheatley Ctr; suspect with gun ran away clutching waistband, tossed gun, then cylinder just as officers apprehended him; 22 cal revolver with scratched out serial number, its cylinder, rounds also recovered: 2 Arrested/WEAPON

2200 blk Roosevelt NE: Officers observed vehicle with no headlights going through stop lights at high rate of speed;   vehicle then crashed into parked car, driver fled on foot;   Officers set up perimeter; driver caught with burglary tools, evidence indicating he just stole vehicle: Arrested/ POSSESION of BURLARY TOOLS

5700 blk Sander Dr: Officers dispatched to Shooting found 18 yr-old woman shot in lower torso, suffered non-life-threatening wound; 2nd victim struck by ricochet bullet in knee; both victims treated, woman transported to HCMC; witness stated that he and victim were sitting on steps of 5700 Bossen Ter when they saw car drive by slowly, occupants of car began shooting at them; witness also stated that same had been involved in shooting there approx 2 weeks ago; he stated suspects were Somali men, officers found 5-6 bullet holes in apt building wall

Officers conducting surveillance observed employee and man arguing; man pulled out gun, fired shot, attempted to flee; K9 observed suspect vehicle matching description, stopped car; suspect in but gun wasn’t; K9 backtracked, found 380 cal w/altered serial numbers: Arrested/ WEAPON (suspect, convicted felon with 22 previous arrest records)

Investigating PATTERN of ROBBERY: People robbed while walking around Lake of Isles, Lake Calhoun around 11:30pm-12:00 am: (28th/Fremont S; 26th/Euclid Pl; 3300 blk Lk Calhoun Pkwy; Lake St/ Lake of Isles Pkwy): 5 similar incidents; couples walking approached by groups of 2-4 suspects, described as black men wearing bandanas

Investigating: ROBBERY of BUSINESS: 700 blk Marquette: Suspect, black male, 45-50 yrs old, 5’9”, medium build, wearing glasses, a turquoise jogging suit, presented note to teller, fled with cash loss

Training: MPD Narcotics and other law enforcement partners attended the Can Am Narcotics Conference in Nisswa, MN; office manned by Lt, officer, along with civilians; officers at conference received excellent education/instruction

Investigating: MPD/ DEA conducted undercover buy in an ongoing OCDEFT case; MPD Narcotics also assisted HCSO with controlled buy/ follow

Motor Vehicle Theft Program

Arrested/investigating: Bait vehicles were deployed last week and we had one stolen in 1st Precinct; 1 defendant charged in custody with felony motor vehicle theft; bait vehicle stolen in 3rd Precinct; 4 juveniles arrested; ll released prior to being interviewed; all will be petitioned out of custody with felony motor vehicle theft; 5th Precinct had bait vehicle stolen; 1 defendant arrested, charged in custody with felony motor vehicle theft

Special Operations Division

SOD Patrol: SOD made a number of proactive stops this week; SOD officers responded to Shots Fired call in 4th Pct; they attempted to stop 2 suspects, foot chase ensued, suspects threw .32 cal revolver, arrested; also in 4th Pct, officers stopped suspicious car, found .40 cal handgun with extended magazine, arrested driver; 3rd Pct SOD officers attempted to stop car, pursuit ensued, car crashed, driver arrested 

Traffic Unit: Officers made 692 stops, issued 790 citations, made 69 arrests; officers also investigated 28 accidents, 3 squad accidents: Motorcycle Officers made 97, issued 107 citations, made 4 arrests; attended several open houses

Bomb Unit: Attended advanced bomb diagnostics course hosted by FBI Hazardous Devices Unit

K9: Team responded to assist officers who responded to an Attempt robbery in 2100 blk Chicago Av S, Pct 3 officers lost suspects in foot chase, K9 team performed track, located suspect, made apprehension at in 2100 blk Elliot Av S; K9 teams made several traffic stops, in 2 stops, drivers arrested for outstanding felony warrants; K9 team assisted on traffic stop at 33rd/Lyndale Av N, gun, drug Ecstasy found on driver; K9 team assisted Stop Patrol SQD on traffic stop at 42nd/Dupont Av N where drugs, gun were found on driver; K9 team assisted on officer involved shooting in Pct 3; performed track, located 2 suspects who fled from burglary in 3300 blk Newton Av N; K9 team responded to burglary in progress/auto theft, upon arrival in 2800 blk Stevens Av S suspects observed K9 team, fled on foot, but K9 apprehended 1 suspect as he attempted to climb 9-ft fence; K9 teams responded to burglary in 3200 blk Bryant Av S; officer located suspect nearby; suspect arrested for Attempted Burglary of Business; K9 team attempted to make traffic stop, driver fled resulting in pursuit; after car chase suspect crashed vehicle, fled on foot; K9 team gave chase, apprehended driver at 28th/Columbus Av S; K9 team assisted Pct 4 officers who were in car chase, lost driver of stolen car, K9 team performed area search, located suspect hiding in 2900 blk Aldrich Av N; K9 team assisted on traffic stop at 36th/Colfax Av N, K9 located marijuana, crack cocaine hidden in vehicle; K9 Unit focused heavily on training in preparation for annual certification test mid-June in Detroit Lakes, MN

Field Operations processed 19 scenes; Forensic Garage processed 10 vehicles; Computer Forensics completed 3 cases

Support Services

Processed: 976 Property Inventories; 486 Booking Sheets processed; reviewed, processed 493 gun registration cards; handled huge turn out for bike auction, took in a record $10,683 with over 300 people bidding

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime rates did not change from this week in 2007; they have decreased 21% in this year-to-date period. Robbery fell this week by 56%, but the number of aggravated assaults rose to 11 from 2 this week last year. Total violent crime arrests this week are up 33% from last year fro the same week. An increase in the reported number of larceny cases has driven up total property crime to 12% over this time last year.

2nd Precinct: Violent crime totals are the lowest citywide, falling by 57% this week and by 30% for the year to date. Property crimes are remaining low, at 34% less than in 2007.

3rd Precinct: Violent crime decreased this week by 19%, keeping the totals for the year 4% lower than in 2007. Incidents of aggravated assaults are a cause for concern; this week saw an increase of 46%. Officers are targeting patterns of assault with directed and stepped up patrols. Property crime totals are still nearly 2% lower than last year at this time.

4th Precinct: Total violent crime remains 16% lower than last year’s in number to date. Aggravated assault increased this week, 23 were reported in comparison to 15 in this week in 2007. Property crimes have decreased for the week by 43% and for the year by 22%

5th Precinct: Robberies and aggravated assaults increased this week, driving up violent crime rates by 19% compared with this week in 2007. Officers have noted a pattern of robberies around the lakes and are targeting these areas. Property crime totals fell by 10%.
