MPD HIGHLIGHTS for the week of 3-9 June, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 13%.

MPLS has had 14 homicides this year to date. This is a 44% decrease from 25 homicides at this time in 2007.

Robberies decreased by 25% this week. The year-to-date decrease is

15% compared to 2007.

Aggravated assaults are 11% lower in this year-to-date period.

Rape has decreased by 10% this year.

Total property crimes decreased by 11% in this year period.

354 weapons have been placed into evidence this year, 11 this week.

Officers responded to domestic argument; man punched girlfriend, pushed her through window; victim had no visible injuries: Arrested/ ASSAULT/PROPERTY DAMAGE

2800 blk 38th St E: Officers dispatched to domestic abuse call informed by caller that he had killed his boyfriend 3 days earlier, put him in bathtub; officers located caller, took him into custody, located deceased man at address; address was secured, Homicide Unit, Crime Lab called to scene

Broadway/James Avs: As officers pulled up to vehicle from which loud music was playing, several males began to walk away but were detained; officers located loaded 44 cal handgun (with serial numbers ground off) under vehicle; owner is 25-yr-old with 90 previous arrest records; owner said 2 males approached him saying they had just crashed vehicle, fled from police, dumped gun; 7 identified: 7 Arrested/WEAPON/MISC

Lake St/Stevens Av: 2 Victims shot by rival gang members from car driving by; 1 victim shot through chest, arm; 2nd victim suffered gunshot to leg

700 blk 20th Av: Officers stopped car for traffic violation; driver had suspended license; driver became very nervous, admitted his 3-yr-old daughter was home alone while he had to go pick up his sister; 3rd Precinct car went to driver’s apt to check on child: Arrested/ DRIVING after SUSPENSION/CHILD ENDANGERMENT

2600 blk 19th Av NE: Woman had her purse stolen from parked car in cemetery while visiting gravesite; van pulled along side of her car, took purse; victim ran to confront suspect, was assaulted; suspects in this robbery fit description of suspects in other robberies

2100 blk Chicago Av S: Shotspotter activation with several shots fired helped officers locate bullet casings in front of residence; parked vehicle parked had bullet holes from both sides indicating shots from Peavey Park direction; 2 males ran from scene were apprehended after breaking into residence in 2400 blk Elliot Av S, said they were trying to get away from shooters; ID’d, photographed; uncooperative victim arrived up at HCMC with non-life-threatening gunshot wound, possibly related to scene.

Officers follow pattern: group of 14-16-yr-old teens committed at least 2, robberies, 2 burglaries in just under an hour; suspects demanded victim’s money, car at gunpoint; suspects robbed female of bike at gunpoint of suspects seen kicking in door to home; suspects attempted to break into house: Arrested/ BURGLARY/

Charged: Officers called to 2818 East 38th St by man who reported dead man was in home; caller stated that death resulted from domestic argument; officers at scene met by caller who reported deceased man had been his boyfriend; caller said he had strangled him during physical altercation 3 days prior, put him in bathtub after he died; Hennepin Co Atty charged Harold Meeks (1/1/70) with 2nd Deg MURDER

Investigating: ROBBERY of BUSINESS: 2600 blk 19th Av NE: Victim was at father’s gravesite when she was robbed by woman approx age 40 who fled in maroon/gray van (MN license plate HCB-809), driven by man; same suspects involved in 2 other theft-related incidents

Investigating: AGGRAVATED ROBBERY: 29th/Newton Av N: Woman flagged down officers, reported to have been robbed at knifepoint by man; victim identified suspect; suspect had BB gun; investigators could not prove incident had occurred; suspect charged with Possession of BB Gun in public

Charged: AGGRAVATED ROBBERY: 31st/Bloomington Av: Victim got off bus, approached by 2 males on bikes; 1 suspect pointed pistol at victim, demanded property, rode off; responding K-9 squads detained suspects short distance away; victim driven to same location, identified suspects; 1 suspect was also carrying firearm

Investigating: ROBBERY of PERSON: 29th/Pillsbury Av: Richfield resident trying to engage prostitute became involved in dispute; investigators later determined robbery unfounded

Investigating/Charged: ROBBERY of PERSON: 2100 blk Hawthorne Av N: Group of teens with 1 gun committed robbery; victim could not positively ID suspects; possibly relate to other cases

Charged: ASSAULT: 3200 blk Bryant Av N: Suspect apprehended for Assault

Investigating: ASSAULT: 3000 blk 17th Av S: 15-yr-old involved in fight called family to assist; 2 suspects shot into crowd, hitting 2 bystanders

Juvenile Criminal Apprehension Team (JCAT): Officers checked 10 addresses; 6 arrested

Probation Checks: Officers on Mpls Anti-Violence Initiative Team (MAVI) checked on 20 juveniles

Cited: 8 TRUANT; 35 CURFEW; 22 LOW LEVEL

Narcotics Unit

Investigating: As part of ongoing case obtained search warrant for “stash house” in New Brighton; assisted by HCSO Narcotics, Ramsey Narcotics, ICE agents executed the search warrant; recovered 2 oz crystal methamphetamine, $1K, money counter, evidence demonstrating stash house; suspect still in custody, still active investigation

Investigating: MPD Narcotics, HCSO Narcotics worked on joint case; undercover officer ordered 3 oz crack cocaine; suspect directed buy to occur at Old Colony in N Mpls; suspect arrived, sold crack cocaine to undercover officer; suspect arrested, identified, confirmed gang member; crack cocaine, $950 cash, vehicle seized

Investigating: CRI buy conducted at retail store at Lake St/Nicollet; info obtained that suspect is possible gang member, is distributing very large quantities methamphetamine on Lake St; officers established residence in S St Paul; active investigation with assistance of HCSO Narcotics, ICE

Investigating: MPD Narcotics, Hennepin CoNarcotics, DEA conducted undercover buy; undercover officer purchased 4 oz crystal methamphetamine; long term active investigation with DEA that originated with MPD

Sex Crimes Unit

Charged: CSC-RAPE: Patrick Henry HS:18-yr-old student arrested after assault of victim in school; additional victims, suspects being investigated

Predatory Offender Registration Unit: Initiated 9 new CAPRS cases of Failure to Register; 2 arrested/Non-compliant Predatory Offenders; 1 complaint signed; 6 new pending complaints at County Atty’s office; current total non-complaint in Mpls: 185 from 219 last week per Bureau of Criminal Apprehension

Arrested/investigating: 9 cases assigned, 13 arrested; in most cases individuals are convicted felons, documented gang members; 5 cases presented for charging, 4 cases remain under investigation

Motor Vehicle Theft Program

Arrested/investigating: 2 activations in 3rd Precinct; on 2nd activation suspect took vehicle, drove it short distance, then exited; officers identified possible suspect but not borne out by video surveillance; photo still to be distributed to ID suspect; 2 activations in 1st Precinct; on 2nd activation, suspect took vehicle, drove it for short distance, then exited; photo still to be distributed to ID suspect

Special Operations Division

SOD Patrol: SOD officers organized, hosted basic SWAT school; 32 officers from around state received SWAT certification; SOD officers responded to Robbery in Progress in 2000 blk Portland Av; call was unfounded but person arrested for felony warrant, felony possession of crack cocaine; SOD/SWAT officers executed high risk warrant for homicide suspect in 1500 blk Logan for St. Paul PD; at 25th/Girard N, SOD officers attempted to stop group who fled, stopped at Broadway/James, handgun was recovered; at Lake St/Girard SOD officers attempted to stop vehicle, short chase ensued, vehicle crashed, driver arrested for Felony Flee/DWI

Traffic Unit: Officers made 634 stops, issued 681 citations, made 40 arrests; officers also investigated 19 accidents, 1 squad accident: Motorcycle Officers made 138 traffic stops , issued 143 citations, made 2 arrests

Bomb Unit: Responded to suspected Meth Lab in 4000 blk 39th Av S which turned out to be marijuana growing operation

K9: K9 officer attempted to stop suspicious vehicle at 26th/Penn N, after short pursuit, suspect fled on foot, K9 tracked suspect to dwelling; suspect taken into custody without incident; K9 officer assisted 4th pct officers on attempted pickup of fugitive wanted on DOC warrant, suspect refused to come out of his home near Lowry/Girard Av N, K9 officer gave K9 warning, suspect surrendered; K9 team assisted 3rd Pct officers on Help call, 8 suspects taken into custody, 3 guns recovered; K9 team responded to Robbery of Person at 32nd/Bloomington Av S; K9 officer located both suspects at 32nd/Elliot Av S; took them into custody, handgun recovered

Field Operations processed 29 scenes; Forensic Garage processed 8 vehicles; Computer Forensics completed 2 cases; Firearms/Toolmarks completed 26 cases

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime rates have decreased 24% in this year-to-date period. Robbery fell this week by 22%, but the number of aggravated assaults remained the same (2) as in this week last year. A 20% increase in the reported number of larceny cases has driven up total property crime to 11% over this time last year.

2nd Precinct: Violent crime totals are 29% lower compared to this time in 2007. Property crimes fell 30% in this year-to-date period.

3rd Precinct: Violent crime rates remain the same as in this week in 2007. Aggravated assaults have risen 7% thus far in 2008. Incidents involving gun fire are a cause for concern; there were seven separate shootings around Lake St from Bloomington Av to 3rd St S. Property crime totals are less than 1% higher than last year at this time.

4th Precinct: Total violent crime remains 18% lower for this year timeframe. Aggravated assault decreased this week by 16% in comparison to this week in 2007. Property crimes have decreased for the week by 4% and for the year by 21%

5th Precinct: Violent crime totals fell this week by 18% and by 2% over last year. Aggravated assaults increased this week by 2%. Property crime totals fell by 11%.
