MPD HIGHLIGHTS for the week of 15-21 July, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 14%.

MPLS has had 19 homicides this year to date. This is a 27% decrease from 26 homicides at this time in 2007.

Robberies decreased by 15% this week. The year-to-date decrease is

20% compared to 2007.

Aggravated assaults were 7% lower in this year-to-date period.

Rape has decreased by 16% this year.

Total property crimes decreased by 7% in this year period.

486 weapons have been placed into evidence this year, 29 this week.

Charged: ROBBERY of PERSON: 1300 blk Lowry Av: 2 suspects threatened to shoot victim, took his bicycle, punched him 6 times

Investigating: AGGRAVATED ROBBERY: 34th /Humboldt Av N: Witness reported vehicle left Shots Fired scene in reverse, later same vehicle found be involved in attempted drug transaction, window was shot out, bullet went through front door of victim’s residence; 9mm shell casing found on sidewalk; 2 suspects BM, one had a beard and long hair protruding under a hat he was wearing; another witness called because she saw suspect run through neighbor’s yard, heard garbage can open, close; officers found handgun inside garbage can, hammer cocked

Arrested: OBSTRUCTING LEGAL PROCESS: 2700 blk Penn Av N: Off-duty officer working in convenience store called because suspect came into store, made threats, tipped over candy stand, damaged it while ranting, raving outside the store; suspect fought with officer who called for help; suspect tased

Investigating: AGGRAVATED ROBBERY: 3000 blk 3rd Av S: Victim reported being shot by gang member for providing information that suspect was involved in drug dealing

Probation Checks: Officers on Mpls Anti-Violence Initiative Team (MAVI) checked on 15 juveniles at home

Juvenile Criminal Apprehension Team: 16 addresses checked; 6 arrested

Traffic Unit: Officers made 551 stops, issued 597 citations, made 33 arrests; officers also investigated 25 accidents, 3 squad accidents; Traffic Officers, Sgts responded to University Av SE/Malcolm Av SE on accident involving semi-tractor trailer, moped; victim deceased at scene; Motorcycle Officers made 90 stops, issued 101 citations, made 3 arrests, investigated 2 accidents

Bomb Unit: Bomb Squad responded to 36th/Stinson Blvd on suspicious package; package opened by responding squads as bomb squad arrived on scene since they thought it smelled like flowers

Crime Lab

Field Operations processed 38 scenes; Forensic Garage processed 6 vehicles; Computer Forensics completed 4 cases; Firearms/Toolmarks completed 34 cases

Motor Vehicle Theft Program

Investigating: Bait vehicles deployed, activation in the 3rd Precinct; officers arrived, found no one in or around vehicle; video will be checked to see if suspect can be identified

MPD/ATF Weapons Task Force

Investigating: Received 5 cases, 10 arrested; 3 cases presented for charging, 1 case charged; 1 case awaiting charges, prosecution declined in 1 case; 2 cases remains under investigation

Support Services

Processed: 1057 Property Inventories; 476 Booking Sheets processed; reviewed; processed 345 gun registration cards

CODEFOR PATTERNS & ACTIONS

1st Precinct: Reported incidents of violent crime increased this week in comparison to this week last year; there were two rapes, six robberies and 10 aggravated assaults, bringing the increase in total violent crime to 39% overall. In the year-to-date timeframe, violent crime remains lower by 18%. Total property crimes fell by 13% this week, but have risen this year by 12%.

2nd Precinct: Total violent crime trends remain lowest in the city at 26% lower this year. Property crimes rose 22% this week, but are still lower in the year-to-date period by 25%.

3rd Precinct: Overall violent crime fell 14% for the week and 8% for the year. Property crime fell 33% for the week and 3% for the year.

4th Precinct: Violent crime remains 16% lower in comparison to last year, but this week saw an increase in aggravated assault, bringing the overall violent crime rate to 30% above this week in 2007.

5th Precinct: A slight increase in robbery this week pushed up the rate of total violent crime to 8% for the week, but it is still 8% lower for the year over 2007. Property crime totals remain lower than at this time last year; they are 23% lower for the week and 8% lower than last year at this time.
