MPD HIGHLIGHTS for the week of 22-28 July, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 14%.

MPLS has had 21 homicides this year to date. This is a 19% decrease from 26 homicides at this time in 2007.

Robberies decreased by 2% this week. The year-to-date decrease is

19% compared to 2007.

Aggravated assaults were 8% lower in this year-to-date period.

Rape has decreased by 18% this year.

Total property crimes decreased by 7% in this year period.

504 weapons have been placed into evidence this year, 18 this week.

Homicide Unit

Investigating: 16 Jul murder of Tyrone Kenyatta Hamilton who was found lying in street in 1600 blk Thomas Av N shortly after 2:30 a.m. dead from apparent gunshot wound; 4th Prct officers responding to Shots Fired call found Hamilton who was pronounced dead at scene; no suspects are in custody at this time; investigators are following leads; anyone with info about incident is asked to call MPD tip line at (612) 692-TIPS (8477) or Crime Stoppers (800) 222-TIPS (8477)

Investigating: 27 Jul murder of Tyrone Sain; shortly after 2:00 a.m. 4th Prct officers responded to shooting in rear parking of the 4th St Saloon, 328 W Broadway; when officers arrived, they found adult male with apparent gunshot wound to his torso area; victim transported to North Memorial Medical Center where he later died later; no suspects in custody at this time; investigators are following leads; anyone with info about incident call MPD tip line at (612) 692-TIPS (8477) or Crime Stoppers (800) 222-TIPS (8477)

Investigating: ROBBERY of PERSON: 9th/Hawthorne: Victims from suburbs, downtown apparently looking drugs, get into confrontation with man arrested for Robbery; victims refuse to cooperate

Investigating: ROBBERY of BUSINESS: 925 blk E 24th St: Victim stated that he approached by 5 Somali males, 1 armed with silver semi-automatic, robbed of $10K cash; 2 days later, victim identified suspect inside mall as being involved in robbery; suspect arrested; victim now isn’t sure of identity, isn’t sure gun was involved; suspect released after interview

Investigating: ROBBERY of BUSINESS: 810 E 38th St: 2 entered shop, pretended to be customers; suspect suddenly pulled out handgun, robs victim cash, flees, but is caught after extensive search of area; 2nd suspect lingers at scene, arrested after he is implicated in robbery by 1st suspect

Investigating: AGGRAVATED ROBBERY: 3600 blk Clinton Av: Father, son accused of trying to rob 2 victims at gunpoint; they also allegedly threatened 2 more victims with pistol after robbery; police arrived, located pair in back yard, handgun nearby; victim’s ID both suspects who claim to have just interrupted theft from auto, both have concealed firearms permits

Investigating: ROBBERY of PERSON: 2700 blk Pillsbury Av: Victim claims he was robbed by 2 black males; officers search area, detain 2 possible suspects; victim, witnesses identify both in show up; witnesses also gave false address

Arrested: AGGRAVATED ROBBERY: 28th/Grand Av S: 2 females walking when attacked by suspects; suspects grabbed purse, knocked down victim; other suspect threatened to kill victim; suspects fled, apprehended by officers, victims’ property recovered; suspects known gang members with extensive criminal record

Charged: AGGRAVATED ROBBERY: 2200 3rd Av: Victim walking home from work accosted by suspect, high on drugs, wants money; victim sprays mace after suspect tries to rob him, suspect then chases, assaults victim who runs to nearby institute, where assisted by security; suspect assaults victim again, enraged when police arrive

Arrested: ROBBERY of PERSON: Franklin/Seabury Avs S: 4 (2 adults) people approached victims with handgun, demanded property, left in vehicle; description aired, vehicle stopped in 2nd Prct; charges pending for gun, someone used ATM card at fast food restaurant along with video showing vehicle matching description that suspects left scene in; ATM card found in squad car where suspect had been sitting, which linked card to him; employee restaurant remembers order, since 1ATM card didn’t work, they used another

Investigating: ROBBERY of PERSON: 3300 blk Oakland Av: Victim could not ID, but possible suspect stopped by police, was in immediate area, had a prior arrest for robbery

Investigating: ROBBERY of PERSON: 17th/Emerson Av N: Victim robbed, assaulted by people in vehicle; license number obtained; victim did not give true name, story conflicts with original report

Investigating: ROBBERY of PERSON/CARJACK: 31st/Central Av: Victim on side street forced to slow down when 2 suspects walked in front of vehicle, forced out at gunpoint; victim can possibly ID

Investigating: AGGRAVATED ROBBERY: 3200 blk Garfield: Case closed as credit cards, phone immediately canceled

Probation Checks: Officers on Mpls Anti-Violence Initiative Team (MAVI) checked on 15 juveniles

Cited: 30 CURFEW; 15 LOW LEVEL

Narcotics Unit

Investigating: Conducted “wall stop” on joint case with DEA; oz methamphetamine, lb marijuana recovered; indictment preparation for several individuals ongoing

Investigating: Conducted UC buy follow-up in area of Columbus/43rd St S; ongoing heroin case with Hennepin C Narcotics Unit; search warrant obtained for possible stash house

Investigating: Narcotics officers, HCSO Narcotics, DEA conducted buy/bust detail with follow-up search warrant on long term MPD Narcotics case; Undercover officers obtained $60K in flash funds from DEA, met with Mexican National who was storing, distributing large amounts of meth in S Mpls; MPD Undercover flashed money, source left to obtain 3lbs meth; source returned to location at Lake/Bloomington store with another individual; both arrested, 3 lbs meth recovered; follow-up search warrant at 33rd/17th Av S allowed recovery of additional 896 grams Meth, 4480 grams marijuana, 2 handguns, $22K; both arrested parties were charged federally; drugs recovered with street value of $230K

Training: MPD Narcotics personnel (2 officers, Sergeant) graduated from DEA basic 2-week narcotics course

SOD Patrol: SOD Patrol made/initiated 159 calls, made 53 traffic stops, 18 suspicious stops, 28 arrests; in 3600 blk Girard N, SOD officers observed a number of suspicious parties who ran; suspect, who dropped 2 handguns was caught; officers recovered .45 cal, .380 handguns; in 4200 blk Sheridan SOD officers responded to Burglary call; suspects gone upon arrival, SOD officers found 2/3 burglars who were booked for felony burglary 

K9: Team assisted 3rd pct officers on Aggravated Robbery; K9 tracked, located suspect in 4100 blk 15th Av S; K9 team assisted 4th Pct officers who were chasing person with gun at 15th/Morgan Av N, K9 apprehended the suspect; K9 team assisted 4th pct officers on attempt pick up of armed robbery suspect in 4900 blk Aldrich Av N; K9 located suspect hiding in crawl space; suspect surrendered without incident;  K9 team responded to Person with Gun in blk 3600 Clinton Av S, K9 located suspect hiding in back yard, handgun recovered

Warrant Service: High Risk Warrant Team conducted 4 high risk warrants, resulting in 8 arrests (3 felony), detained 17 suspects; 12 gauge shotgun, 9mm handgun recovered

Traffic Unit: Officers made 577 stops, issued 667 citations, made 35 arrests; officers also investigated 16 accidents, 2 squad accidents; Motorcycle Officers made 95 stops, issued 102 citations, made 5 arrests, investigated 3 accidents; Traffic Officers called to Personal Injury at 38th/Washington Avs No, involving bicyclist, vehicle; bicyclist received severe injuries, scene measured; officers called to a PI at Cedar Av S/I94 ramp, involving motorcycle, vehicle, driver of motorcycle received severe injuries to the leg, head, scene measured

Investigating: Bait vehicles deployed, activation in 5th Prct, suspect parked, walked away from vehicle before officers arrived; video will be checked to see if suspect can be identified; located, recovered 2 stolen vehicles in 4th Prct using License Plate Reader technology

Investigating: Received 7 cases, 12 arrested; 4 cases presented for charging, 2 cases closed by arrest; 1 case remains under investigation

CODEFOR PATTERNS & ACTIONS

1st Precinct: The number of violent crimes this week remains the same at 15 as in this week in 2007. Aggravated assaults, however, increased from 4 to 7. For the year-to-date period overall violent crime has decreased 17% compared to this time last year. Property crime increased by 10% thus far in 2008, due to greater numbers of larceny.

2nd Precinct: Total violent crime has fallen in this year-to-date period by 23%, but increased this week due to increases in rape, robbery and aggravated assault. The number of arson cases rose by 18% compared to 2007, but the total crimes involving property decreased by 24%.

3rd Precinct: Violent crime totals fell this week by 13% and for the year by 8%. There were three more robberies this week than during this week in 2007. More officers are being assigned to directed patrols in target enforcement areas to address this. Officers made 9 arrests for robberies, an increase of 800% over this week in 2007. Property crimes fell by 2% this year.

4th Precinct: Though overall violent crime trends are falling—this week violent crime fell by 58%--there were two homicides this week. Property crimes are down by 11% in 2008.

5th Precinct: Robberies and aggravated assaults rose this week increasing the violent crime totals by half compared to this week in 2007. Officers are increasing patrols in targeted enforcement zones to address crime patterns. Officers note there has been increased robbery activity in the Somali community. Property crimes remain lower, this year by 8%.
