MPD HIGHLIGHTS for the week of 16 – 22 September, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 12%.

MPLS has had 28 homicides this year to date. This is a 22% decrease from 36 homicides at this time in 2007. This is a 40% decrease from 47 homicides at this time in 2006

Robberies decreased by 19% this week. The year-to-date decrease is

15% compared to 2007.

Aggravated assaults were 8% lower in this year-to-date period.

Rape has decreased by 18% this year.

Total property crimes decreased by 7% in this year period.

The number of larcenies this year--9467--is greater than all other crimes combined.

638 weapons have been placed into evidence this year, 15 this week.

5th/Hennepin: Officers responded to ROBBERY of PERSON/CARJACK;

victim assaulted by suspect who took his keys; victim saw vehicle driving away; victim transported to HCMC

Suspect broke into business, stole money, 2 laptops; responding officer developed suspect info, believed he was employee who would return for paycheck; suspect apprehended when he returned as expected; he had some of stolen money, laptop: Arrested/BURGLARY

2500 blk 14th Av S: Officers responded to shooting scene, apparently result of ongoing feud between rival gang members; 17- yr-old victim with non-life-threatening gunshot wound to foot, 16-yr-old victim had what appeared to be broken femur, result of diving for cover when shot;  multiple witnesses ID’d; both victims taken to HCMC

Hillside/Irving Avs N: Officers flagged down by 3 injured people who reported they’d been robbed at gunpoint by group of black males in minivan at 27th/Penn; later van observed in area determined to be stoen from Red Wing; when officers attempted to stop van, driver fled, then jumped from van while it was moving, it struck squad; officers observed person in van leaning over as if hiding something, later discovered 45 cal semi automatic w/numbers filed off: 3 Arrested/FLEE/

911 caller reported hearing loud banging; when officers arrived they saw 2 males carrying large screen TVs; possible connection to increase in flat screen TV theft in area this year: 2 Arrested/BURGLARY (suspects are 28-yr-old father, 13-yr-old stepson with 27, 25 previous police records)

48th/Harriet Avs S: Victim walking on street when suspect approached from behind, told him to give him his wallet; victim turned to look at suspect, saw handgun; victim replied he did not have wallet; suspect then put his hand in victim’s pocket to check for wallet; victim then ran away, alerted some people, suspect then fled SE through Fuller Park; suspect described as black male, 16 yrs old, 5’10”/5’11” slender, wearing tan shirt, dark jeans

Investigating: 22 Sep Murder of Ahmed Nur, 23-yr-old, found lying in street at 420 15th Av S with apparent fatal gunshot wound lying; no suspects in custody at this time; investigators following leads; anyone with information about incident asked to call MPD Tip Line (612)-692-TIPS (8477)

Juvenile Unit

Pattern: ROBBERY of PERSON: 48th/Harriet S; 43rd/Wentworth S; 42nd/Pleasant S: Victims walking dogs robbed of money, cell phones by

suspect described as black male, 15-17 yrs old, 5’11”-6’ 1”, slight build, dark clothing/hoodie, armed with semi-automatic handgun

Pattern: Complaint received regarding increasingly violent activity occurring at North Regional Library; juvenile victim

assaulted by 3-4 while inside library, suffering broken nose, lacerations; appears there is plenty of activity in/around

that is not being reported, including individuals that are seen carrying firearms

Investigating: ASSAULT: Juvenile Detention Center: Victims assaulted by juvenile inmate

Arrested: ASSAULT: 20 blk 7th St: Male was leaning against parked motorcycles in front of bar entrance, when asked to leave, he

claimed he was gang member then produced a knife, fled scene, then returned later; security restrained suspect until he could be

arrested

School Resource Officers: HIGH SCHOOL: 1 case Luring; 2 cases Disorderly Conduct; 2 cases Damage to Property; 1 case gang graffiti;

2 cases Trespass to School, 1 cited student removed with felony warrant; 2 cases Assault

School; 1 case Knives in School; Officers continue to send prostitutes away from school who are loitering with intent; advised they will

Other activities: Monitoring, students painting graffiti in bathrooms at Roosevelt HS, Anderson and Washburn; Officers continue to enjoy coaching football, volleyball; officer assisted in getting feeder schools together for students who want to play sports at Anthony

Investigating: 50 cases routed; 22 cases assigned

Predatory Offender Registration: Initiated 21 new cases of Failure to Register; 3 complaints signed; 2 offenders ID’d in custody on other offenses; current total non-complaint in Mpls: 177 (182 last week) 

Charged: DNA match verified account of vulnerable adult who reported that male cab driver sexually assaulted her after transporting her from medical appointment; suspect arrested, charged with CSCR

Charged: Male charged with Felony Stalking after repeatedly harassing/following, showing up at woman’s residence; they had no prior romantic relationship

Special Operations Division

SOD Patrol: SOD patrol made 101 proactive stops; 26 arrests (5 felonies); TV Show COPS ended 8-week filming with unit; SOD officers observed stolen near Franklin/Portland Av S, driver arrested for felony Auto Theft

K9: K9 officer observed stolen vehicle taken at gunpoint at 26th/15th Av S, Felony stop was made, 2 suspects taken into custody; K9 officer got into pursuit with motorcycle in 3rd pct, suspect crashed, fled on foot at 54th/Bloomington Av S; K9 apprehended suspect immediately; suspect was DWI, had multiple felony warrants; K9 team assisted 4th pct officers who were chasing suspect wanted on felony warrant, K9 tracked, apprehended suspect who was hiding in bushes’ K9 officer observed vehicle involved in assault with assault rifle, vehicle was stopped, suspect taken into custody, AK-47 assault rifle, .22 pistol, large amount crack cocaine recovered from suspect’s residence in 3500 blk Girard Av N

Bomb Unit: Assisted Secret Service with bomb sweeps at Anoka County Airport for visit of Senator McCain/Governor Palin; Bomb squad conducted presentation for group of World War II veterans having reunion at bomb range

Forgery/Fraud

Investigating: 57 cases routed; 10 cases assigned; 7 cases charged

Charged: Case involving Travel Agency has grown to 34 victims, 130,000 in fraud loss; Suspect has been charged with 3 counts to be amended later; another mortgage fraud case from Wells Fargo has been opened, loss approx 20M

Motor Vehicle Theft Program

Investigating: Bait vehicles deployed, activation in 5th precinct, 1 arrested, charged in custody with felony motor vehicle theft

MPD/ATF Weapons Task Force

Investigating: Received 6 cases, 8 arrested; 4 cases presented for charging, 4 cases charged; 1 case closed by citation; 1 case under investigation

CODEFOR PATTERNS & ACTIONS

1st Precinct: Combined violent crime decreased by 41% this week and is down by 14% over this time last year. Property crime has increased by 7% this year. The high number of larcenies continues to drive this percentage up.

2nd Precinct: Total violent crime fell a remarkable 60% this week and continues to trend downward for the year by 21%. Property crime totals have fallen by 24%. There were 23 burglaries reported this week, but no patterns were noted.

3rd Precinct: Overall violent crime is down by 7% for the year and fell by 19% this week. There was a 42% increase in burglaries this week, though property crimes have decreased by 10% this week.

4th Precinct: Aggravated assaults increased by 8% this week, though violent crime remains lower for the year overall by 15%. Officers noted a pattern in business robberies: pizza delivery staff robbed after arriving at residence, suspect uses different cell phones to call in order. Property crimes are 6% lower over 2007.

5th Precinct: Violent crime totals decreased by 30% this week and remain 9% lower over last year at this time. An increase in aggravated assault has climbed to 9% this year over last. Officers and Crime Prevention Specialists are working with communities in focus zones to heighten safety awareness. Property crime totals have decreased this year to date by 10%.
