MPD HIGHLIGHTS for the week of 14-20 October, 2008

CITYWIDE TRENDS

The MPLS total violent crime rate continues to be lower than last year by 13%.

MPLS has had 31 homicides this year to date. This is a 16% decrease from 37 homicides at this time in 2007. This is a 35% decrease from 48 homicides at this time in 2006

Robberies decreased by 18% this week. The year-to-date decrease is

17% compared to 2007.

Aggravated assaults were 9% lower in this year-to-date period.

Rape has decreased by 18% this year.

Total property crimes decreased by 8% in this year period.

678 weapons have been placed into evidence this year, 5 this week.

Special Operations Division

SOD Patrol: Officers SOD officers concentrated on the 3rd Pct. this week.  They answered/initiated over 200 calls and made approximately 50 arrests.  SOD officer responded to a person with a gun call.  Officers found one suspect with a BB gun pistol.  Officer responded to a jumper call at Mill City Museum.  SOD officer stood by as a grab team, while the jumper was talked down by a crisis negotiator.

Here are the Warrant Service Bullets:

The High Risk Warrant Team executed four warrants this week.   Twelve persons were detained and 6 arrests (5 felonies) were made.  One handgun was recovered.

K9: K9 team assisted 3rd Prct officers on ROBBERY in progress in 00 blk Cedar Av S, K9

K9 team assisted 3rd pct officers on a burglary of dwelling in progress at 25xx Cedar AVE SO. K9 was sent inside of the dwelling and apprehended one suspect. Four other suspects surrendered inside and were taken into custody without incident.

 

K9 officer attempted to stop a suspicious vehicle at I94/Dowling. A pursuit ensued and the vehicle crashed at 36th/Stevens AVE SO. The suspect fled on foot and was apprehended immediately by K9.

 

K9 team assisted 3rd pct officers who were chasing a suspect wanted on a felony warrant. K9 located the suspect who was taken into custody without incident.

 

K9 team assisted 5th pct officers on a burglary of dwelling in progress at 58xx Emerson AVE SO. K9 officer gave a loud K9 warning with K9 barking. Suspect immediately surrendered and exited the dwelling where he was taken into custody.

 

K9 team assisted 4th pct officers on an aggravated assault at 45th/Lyndale AVE NO. K9 officer located two suspects who were positively identified by the victim. A .22 semi-automatic rifle was recovered.

Warrant Service: Risk Warrant Team executed warrants, detained suspects; made arrests ( felonies

Traffic Unit: Officers made stops, issued citations, made arrests; officers also investigated accidents, squad accident; Motorcycle Officers made stops, issued citations, made arrests, investigated accidents; Traffic officers responded to on fatal accident, at

Bomb Unit: Conducted b TRAFFIC: Traffic Officers made 551 stops last week and of those stops, issued 551 citations and made 33 arrests.  Officers also investigated 26 accidents.

Motor Officers made 77 stops last week and of those stops, issued 91 citations and investigated 1 accident.

On 10/19/2008 at approximately 1830 hours, Traffic Officers Bryan, Prescott and Sgt. Simonson responded to 46th and Upton Ave. So. on a fatal accident where a motorcyclist had struck a vehicle.

BOMB: 10/13/2008 Assisted the Secret Service with a bomb sweep of the Minneapolis Athletic Club for the visit of Michelle Obama. 10/14/2008 Bomb Squad Unit training day at the bomb range. The Unit received hands on training on the new Talon Robot with the instructor from Foster-Miller.

CODEFOR PATTERNS & ACTIONS

1st Precinct: Overall violent crime continues to trend downward; in this year-to-date period violent crime fell 11% over 2007. Total property crimes are up 5% (though fell by 1% from last week’s YTD percentage) driven by an 11% increase in larceny this year.

2nd Precinct: Violent crime totals remain lowest in the city with a 62% decrease this week and a 24% decrease over last year at this time. Property crime rates also remain low, down 23% over 2007 at this time.

3rd Precinct: Violent crime totals are steadily decreasing over last year, now down by 8% over 2007 and down by 14% over 2006. Property crime rates fell 3% this and burglary has started to decrease in spite of increases earlier in the year.

4th Precinct: Total violent crime fell 3% this week compared to last year at this time and remain lower by 15% this year to date. Overall property crime decreased 21% this week and is down by 7% this year.

5th Precinct: Violent crime overall is continuing to decrease, this week by 46% and by 11% this year to date. The two-year decrease is 21%. Total property crimes are down 10% this year over 2007.
